This non-supervisory Human Resources Analyst role focuses on risk management, workers’ compensation, safety and compliance programs, and drug and alcohol testing procedures, serving as the City’s designated TML-IRP liaison while partnering closely with City leadership and departments.
What you’ll do
This position is responsible for coordinating and administering the City’s Workers’ Compensation and public claims functions through the Texas Municipal League – Intergovernmental Risk Pool (TML-IRP).
- Serve as the primary HR liaison with TML-IRP for workers’ compensation claims, including reporting new claims, submitting required documentation, monitoring claim status, and responding to information requests.
- Coordinate and administer the City’s workers’ compensation program in alignment with federal and state laws, City policies and procedures, and TML-IRP requirements.
- Monitor active workers’ compensation claims, including medical treatment, work status, restrictions, return-to-work status, lost time, and other claim activities, while maintaining accurate and confidential records.
- Review claims and related data to identify trends and recurring issues, and prepare reports and recommendations to support improved safety, injury prevention, and risk management.
- Assist employees and supervisors with questions about workers’ compensation benefits, procedures, medical treatment, work-related injuries, and return-to-work processes, providing guidance or referrals as needed.
- Prepare monthly statements, payments, TIBS reimbursements, and other administrative documents related to TML-IRP services.
- Provide quarterly reporting on trends, spending, and other associated data related to the City’s insurance and liability policies.
You will also coordinate the City’s safety and risk-related programs.
- Process and coordinate property, liability, and motor vehicle insurance functions through TML-IRP standard processes.
- Act as a liaison between City departments and TML-IRP for subrogation, claim, payment, and other necessary functions.
- Serve as the Designated Employer Representative (DER) for drug and alcohol functions, including quarterly random drug testing, DOT-FMCSA and post-accident testing requirements, pre-employment motor vehicle report screenings, and other functions required by policy or law.
- Monitor employee driving records and respond to inquiries regarding driving requirements.
- Plan and execute annual audits related to automobiles, property, mobile equipment, and employee driver’s license requirements, including providing documents, reports, and updating records.
- Review and maintain Certificates of Insurance (COI), confirm coverage amounts, and use discretion to perform adjustments or exceptions in accordance with established City risk procedures.
- Plan, deliver, or support relevant quarterly risk and safety trainings.
- Administer the City’s volunteer program, including associated programs, forms, policies, and coordination with City staff.
Support may also include additional HR programs or projects as assigned, such as light employee relations intake (policy preparation and interpretation and occasional employee intake procedures) and administration of programs including tuition reimbursement and volunteer programs.
- Foster an inclusive, engaging, values-driven workplace culture and serve as a culture ambassador aligned to the City’s mission and strategic goals.
- Support employee engagement programs, recognition strategies, and activities that enhance morale and productivity.
- Complete quarterly and annual insurance requirement and rates updates in coordination with TML-IRP.
- Support other HR functions as necessary, working in coordination with HR staff.
Required experience and qualifications
- Preference for candidates with risk management and compliance experience.
- Minimum two (2) years of progressively responsible experience in risk management or directly related HR functions.
- High school diploma or equivalent, with an equivalent combination of education and experience acceptable to meet minimum requirements.
- Advanced knowledge of risk management procedures, compliance and processes.
- Advanced knowledge of workers’ compensation, public claims, drug and alcohol, return-to-work, and related risk-management functions.
- Advanced knowledge of DOT-FMCSA compliance and reporting requirements.
- Advanced capability with technology and information systems; basic knowledge of HR practices and procedures.
- Advanced knowledge of federal, state, and local laws and regulations related to risk management functions.
- Advanced interpersonal communication and conflict resolution skills, including de-escalation of sensitive or aggressive customer/vendor/citizen issues.
- Advanced ability to analyze data, identify trends, and create actionable data strategies.
- Strong project management skills and experience with project management methodologies.
- Ability to manage multiple tasks and priorities and coordinate schedules across multiple projects.
- Ability to maintain professional, cordial, conciliatory, and facilitative communication.
- Ability to exercise practical knowledge, analytical judgment, and informed decision-making.

Compensation
USD 58,573 - 67,000 per year.
Work schedule and reporting
This non-supervisory professional role reports to the Deputy Director of Human Resources. The work schedule may be either a 4-day, 10 hour/day workweek or a traditional 8 hour/5-day work week.
Essential Job Functions represent 20%-50% of working time on a regular basis and are subject to the varying demand of specific functions. Regular, punctual, and on-site attendance is essential for functions listed.
Other Job Functions represent less than 20% of working time on a regular basis.
