Role Overview
This mid-level Human Resource Manager position is responsible for maintaining the work structure, ensuring workforce training and safety compliance, guiding hiring and employee development processes, and supporting management with employee relations and performance issues. The role also includes HR policy leadership, recordkeeping, professional development, and the development and execution of HR strategies aligned to organizational effectiveness.
Key Responsibilities
- Maintain the work structure by updating job requirements and job descriptions for all positions.
- Conduct departmental daily spot checks.
- Ensure employees receive required training and understand all safety requirements and procedures related to their work.
- Enforce personal protective equipment requirements.
- Guide and manage the team to ensure KPI and other performance metrics are met.
- Maintain staffing through recruiting, testing, interviewing, and counseling managers on candidate selection.
- Conduct and analyze exit interviews and recommend changes as appropriate.
- Prepare employees for assignments through orientation and training programs.
- Maintain the pay plan through periodic pay surveys, job evaluations, pay budgets, and recommendations for pay structure revisions.
- Support planning, monitoring, and appraisal of employee work results by training managers on coaching and discipline, scheduling management conferences, and resolving employee issues.
- Maintain employee benefits programs by assessing benefits needs and trends, directing benefit claim processing, and managing benefit-related vendor activities.
- Ensure legal compliance by monitoring applicable federal and state HR requirements, conducting investigations, maintaining records, and representing the organization at hearings.
- Maintain management guidelines by preparing, updating, and recommending HR policies and procedures.
- Maintain historical HR records by designing a filing and retrieval system and keeping past and current records.
- Maintain professional and technical knowledge through educational workshops, professional publications, networking, and participation in professional societies.
- Develop HR strategies and plans focused on organizational effectiveness, compensation and recognition, management staffing and development, and training to support teamwork, rapid change and innovation, and lower costs.
- Design and administer Compensation and Recognition Programs aligned with company goals, supporting competitive, performance-based incentives.
- Develop and implement a company communications plan to inform employees about company performance, employee recognition, and other significant events, with goals of improving engagement and organizational effectiveness.
- Consult with the Leadership Team on organizational design and effectiveness and support regular assessments of employee performance and development potential.
- Lead performance evaluation, management 360s, development planning, and succession planning.
- Manage recruiting for top talent, including sourcing, interviewing, selection, and onboarding for critical positions.
- Stay current on local, state, and federal regulations and maintain working knowledge of employment law requirements under federal and state regulations.
- Create and implement required policies, procedures, or written programs (including affirmative action programs) and conduct management training as appropriate for compliance.
- Assure meaningful job descriptions for all company positions.
- Coach and develop associates covering human resources, payroll, and safety functions, including training, documenting performance, and providing feedback.
- Recommend promotions and increases based on performance.
- Administer environmental and safety programs with assistance from the EHS Supervisor, supporting safety training, safety inspections, ergonomics, housekeeping, and testing/industrial hygiene objectives.
- Provide employee-relations and disciplinary guidance to managers; work with plant and office managers to ensure matters are handled fairly and consistently.
- Conduct workplace investigations related to harassment or misconduct and assist managers with documentation and disciplinary meetings as needed.
- Manage employee benefits, including medical insurance and 401(k), including vendor evaluation, contract and plan design input, audit support, employee inquiries, and record updates for new hires, terminations, and status changes.
- Ensure timely distribution of legally required notices (COBRA, HIPAA, Safe Harbor, etc.).
- Serve as the HIPAA compliance officer and represent the company at hearings and interactions with government entities including unemployment agencies, EEOC, OFCCP, and DOL.
- Oversee all training efforts, including supervising the Training Coordinator, identifying training needs with management feedback, selecting and negotiating with training vendors, administering tuition reimbursement activities (including government funds where available), and maintaining training records.
Minimum Qualifications
- Bachelor’s degree (preferable) in Human Resources Management or PHR/SPHR certification
- 7-10 years of HR experience, with at least 5 years in a managerial capacity
Additional Requirements
- Working knowledge of word processing, spreadsheet, and presentation software in use
- Working knowledge of ADP or comparable payroll and report software
- Thorough knowledge of FMLA, HIPAA, COBRA, NLRA, ERISA, civil rights laws (including ADA and Title VII), Wage & Hour Laws, and applicable state or local statutes
