The Human Resources Generalist supports recruitment, civil service administration, HR reporting, and policy compliance within the Human Resources Management Unit of the NYC Department of Finance. This hybrid role is based in Manhattan, NY, with a salary range of USD 68,209 to 78,440 per year. A minimum of three years of relevant experience and a bachelor’s degree are required.
Responsibilities
- Assess personnel action requests for hires, promotions, title changes, reassignments, data updates, salary adjustments, and civil service list appointments, verify accuracy, and propose corrections as needed.
- Prepare and execute NYCAPS actions, including justifications, vacancy notices, employee transactions, job postings, and job offers.
- Support recruitment by screening resumes, transcripts, and related documents to confirm candidate qualifications.
- Coordinate civil service list administration and hiring pool activities to ensure compliance with civil service rules; handle DP-72 and DP-189 processing.
- Participate in recruitment by evaluating resumes against position qualifications and managing the release and review of the NYCAPS eHire packet.
- Arrange scheduling of candidates for pre-employment medicals and investigations; generate reports and support special projects.
- Generate HR reports using CHRMS and NYCAPS systems.
- Conduct HR data analysis and research; support the implementation of new programs and initiatives within the HR Management Unit.
- Adhere to the unit’s best practices and ensure compliance with DOF and oversight agency policies and procedures.
- Maintain confidentiality in accordance with applicable laws, policies, and guidelines.
Requirements
- A bachelor’s degree from an accredited college and three years of satisfactory full-time progressively responsible clerical or administrative experience, including at least one year in an administrative capacity or supervising staff performing clerical work of moderate difficulty; or
- An associate degree or 60 semester credits with four years of satisfactory full-time progressively responsible clerical or administrative experience, including one year of administrative supervisory experience as described above; or
- A four-year high school diploma or equivalent with five years of satisfactory full-time progressively responsible clerical or administrative experience, including one year of administrative supervisory experience; or
- Education and/or experience equivalent to the above, with the caveat that all candidates must possess at least one year of administrative or supervisory experience as described above. Higher education may substitute for general clerical/administrative experience at a rate of 30 semester credits from an accredited college for six months of experience, up to a maximum of 3.5 years.
Technologies
Experience with NYCAPS, CHRMS, PRISE, and PMS is preferred, along with proficiency in the Microsoft Office Suite (Excel, Word, PowerPoint).

The NYC Department of Finance administers city tax revenue laws with a focus on fairness, efficiency, and public service.
