Role Summary
Meritus is seeking an HR Manager with strong experience in policy, discipline, union matters, and pay and rewards. The ideal candidate is an experienced HR professional who can take a strategic approach, project manage multiple deliverables, collaborate effectively, and use insights to drive improvements.
This role requires detailed knowledge of employment law, experience providing senior-level HR guidance, and the ability to develop and implement policies across multiple HR disciplines. Advanced analytics and digital skills will be used to support service improvements and the continued delivery of the Meritus workforce strategy. The position also includes participation in a wide range of strategic projects.
Key Responsibilities
- Oversee company HR processes and procedures, including recruitment workflow support, offer letters, onboarding status tracking, benefits sign up review, and monitoring the hire process in ADP and internally using the HR New Hire Form and HR Tracker.
- Support updates to employee status, pay, and benefits by reviewing the HR Personnel Action Form and HR Tracker, then validating updated data in ADP (completed by HR Generalist).
- Maintain ADP Benefits information that feeds to ACA within ADP, ensuring ACA data accuracy.
- Monitor employee performance processes, with emphasis on discipline procedures and formal union grievance procedures.
- Initiate the HR Termination Form when an employee leaves and determine final payment timing, required payouts, and health care true-ups for the final pay.
- Calculate and track attrition ratings using system analytics dashboards.
- Manage union communications, address union grievances, and contribute to and participate in collective bargaining agreement negotiations. Meritus’ non-management workforce is 100% unionized, with 7 different unions and 12 locals, each having a different collective bargaining agreement with varying pay and benefits.
- Manage the pay appraisal system for management (non-SCA) employees and conduct appraisal meetings.
- Track and manage FMLA, state PFML, and other special leave requests such as military leave.
- Manage ADA requests.
- Manage company responses to unemployment claims.
- Ensure company policies, procedures, and the company handbook align with state and federal employment regulations.
- Lead innovative policy development and strategic solutions to keep Meritus at the forefront of HR best practices.
- Identify supervision and management coaching or training needs, then design and implement training programs for both management development and SCA now-hire company-based training.
- Provide flyers and communications to incumbent and prospective hires on newly awarded contracts and position openings.
Additional Duties
- Assist with preparation and oversee daily, weekly, monthly, and annual reporting.
- Propose process changes and support continuous improvement efforts.
- Perform other duties as assigned.

Education and Experience
- Bachelor’s Degree required; Master’s Degree preferred
- Experience in Government Contracting with McNamara-O’Hara Service Contract Act contracts (Davis Bacon experience is acceptable)
- ADP Experience required
- Human Resources Manager experience: 2 years (required)
- Desktop Publishing experience: 1 year (required)
- Government Contracting experience: 1 year (preferred)
- Service Contract Act experience: 1 year (preferred)
- ADP experience: 1 year (required)
Work Schedule and Location
- Work location: Titusville, FL 32780
- 40 hours per week
- Typical daily schedule: 9AM to 5PM
- Schedule: Monday to Friday
- Work from home one day per week possible

Pay: $70,000 - $90,000 annually
