The Human Resources Specialist supports the MAOF Head Start program in Los Angeles County, operating onsite in Montebello, California. Reporting to the Chief Human Resources Officer, this role oversees recruitment, employee relations, performance management, policy implementation, compliance, and benefits administration. The position offers an hourly rate of $29 to $31 and requires a bachelor’s degree in Human Resources, Business Administration, or a related field, along with at least two years of HR experience.

Responsibilities
- Manage the full-cycle recruitment process, including posting openings, screening resumes, conducting interviews, and coordinating onboarding.
- Create, organize, and maintain accurate, confidential employee personnel files.
- Serve as a point of contact for employee concerns under CHRO supervision, addressing performance, grievances, and workplace conflicts while promoting a positive and inclusive culture.
- Assist in developing, implementing, and enforcing policies and procedures, ensuring clear communication and understanding across the organization.
- Support administration of employee benefits programs, including health insurance, retirement plans, and additional perks; address employee inquiries related to benefits.
- Ensure HR practices comply with applicable labor laws, regulations, and internal policies.
- Coordinate employee training and development initiatives to enhance skills and meet mandatory training requirements as directed.
- Generate and analyze reports on HR metrics such as turnover, recruitment progress, and performance management trends, providing actionable insights to the HR team.
Requirements
- Bachelor’s degree in Human Resources, Business Administration, or a related field.
- Minimum of two years of experience in a comparable HR role.
- Bilingual in English and Spanish is preferred.
- Proficient in HRIS software; Paychex experience is highly desirable.
- Proficient in Microsoft Office Suite (Word, Excel, Outlook, PowerPoint).
- Reliable transportation, valid California Driver’s License, and current automobile insurance; ability to travel by car, train, or plane as needed.
- Demonstrated ability to handle confidential information with integrity and professionalism.
- Strong knowledge of employment laws and HR best practices.
