Job Description

Rubikk's Client is expanding its human resources team to support a growing hybrid workforce in Skokie. The Human Resources Generalist will manage core HR processes, foster a positive employee experience, and ensure compliance with applicable employment laws while contributing to strategic planning, talent acquisition, and workforce management. This role blends hands-on HR operations with cross-functional collaboration to drive organizational success.

Responsibilities

Lead end-to-end talent acquisition, sourcing candidates through multiple channels, conducting interviews, and coordinating onboarding to attract top talent.
Design and roll out orientation programs that introduce new hires to policies, culture, and expectations.
Coordinate performance evaluations, provide feedback support, and drive performance management initiatives.
Administer benefits programs including health insurance, retirement plans, and other perks while ensuring regulatory compliance.
Assist with change management initiatives by supporting organizational design projects and facilitating communication during transitions.
Maintain HR information systems (HRIS) for accurate data collection, reporting, and analysis, leveraging Excel for insights.
Address employee relations issues with professionalism, applying conflict resolution skills to resolve concerns promptly while preserving confidentiality.
Ensure compliance with employment and labor law, workers' compensation policies, FMLA regulations, affirmative action planning, and other legal requirements.
Coordinate training and development programs to enhance workforce skills and support succession planning.
Support HR department activities including payroll processing, personnel administration, HR sourcing strategies, and project management tasks.

Requirements

Minimum of five years of experience in HR roles covering the responsibilities listed.
Proven experience in HR management with a solid understanding of employment law as it relates to talent management.
Strong knowledge of human capital management principles, workforce management strategies, and organizational design best practices.
Proven ability to recruit using ATS and HRIS platforms such as Oracle HCM or equivalent systems.
Excellent communication skills, capable of handling confidential information discreetly and engaging diverse audiences.
Proficiency with Microsoft Office Suite (Word, Excel) for data entry, reporting, and strategic planning.
Experience administering benefits programs, payroll processing, and employee evaluations.
Familiarity with FMLA regulations, workers’ compensation procedures, affirmative action planning, and employment & labor law compliance.
Strong project management skills with the ability to prioritize tasks efficiently in a fast-paced environment.
Ability to handle employee relations tactfully while promoting a positive workplace culture.
Relevant certifications or training in HR legal compliance or personnel administration are preferred but not required.
Manage immigration-related compliance.

Job Description

Based in Skokie, Illinois on-site, the Senior Human Resources Generalist serves as the second in command within the Village of Skokie's HR Division, delivering comprehensive HR services to roughly 500 employees across multiple departments and acting as a trusted advisor to employees and supervisors.

Responsibilities

Lead and manage recruitment, selection, and onboarding activities.
Advise supervisors and staff on personnel policies, procedures, and employment practices.
Support employee relations matters, conduct workplace investigations, enforce disciplinary actions, and assist with conflict resolution.
Oversee leave programs including FMLA, ADA accommodations, workers' compensation, and related processes.
Support performance management programs and employee development initiatives.
Assist with classification, compensation, and organizational studies.
Conduct new employee orientation and coordinate employee training programs.
Maintain oversight of personnel records and HR information systems.
Prepare reports, analyses, and recommendations related to workforce trends and HR metrics.
Assist in labor relations activities, including contract administration and collective bargaining preparation.
Ensure compliance with applicable federal, state, and local employment laws.
Participate in special projects and strategic human resources initiatives as required.

Requirements

Bachelor's degree in Human Resources, Public Administration, Business Administration, Organizational Development, or related field.
Three (3) years of progressively responsible professional human resources experience.
Any equivalent combination of education, training, and experience that provides the required knowledge, skills, and abilities may be considered.

Preferred Qualifications

Professional certification such as SHRM-SCP, SPHR, SHRM-CP, or PHR.
Experience with employee relations investigations.
Knowledge of public-sector employment practices, labor relations, and employment law.

Knowledge of federal and state employment laws and regulations.
Strong analytical, organizational, and problem-solving skills.
Excellent written and verbal communication abilities.
