Job Description

Libra Staffing Inc. is seeking a capable Human Resources Manager to steward internal HR operations across California and multi-state staffing, with a hands-on focus on onboarding, compliance, employee relations, leaves, and meticulous HR records. This onsite role in Los Angeles supports recruiters, operations, payroll, and client management teams to maintain efficient people processes and protect confidential information.

Responsibilities

Facilitate onboarding and offboarding processes and maintain personnel files
Handle employee relations matters, investigations, and associated documentation
Administer corrective actions, including written warnings and termination paperwork
Uphold strict confidentiality for all employee and company information
Respond to HR inquiries regarding policies, benefits, payroll, and leave options
Ensure adherence to California labor laws and internal policies
Oversee I-9, E-Verify, and onboarding document completion
Manage leave administration for CFRA, FMLA, ADA coordination, and paid sick leave compliance
Maintain OSHA and workplace safety documentation
Support workers’ compensation claim handling and communications
Collaborate with recruiters, operations, payroll, and client-management teams
Maintain accurate records within HRIS/ATS systems
Support multi-location and multi-state staffing operations
Assist with audits, reporting, and internal compliance initiatives
Organize digital HR records for easy access and retrieval
Track deadlines, expirations, trainings, and compliance requirements
Draft professional HR correspondence and employee communications
Identify opportunities to streamline processes and improve operational efficiency

Requirements

Proficiency in both Spanish and English (Required)
Ability to commute to Artesia, CA 90701 (Required)
