TechSource is seeking a full-time Human Resources Liaison to support the Department of Energy (DOE) / National Nuclear Security Administration (NNSA) Office of Defense Programs (NA-10), Human Capital and Business Operations (HCBO) in a hybrid role (two days onsite) during operational hours of 8:00 am–4:00 pm.
Responsibilities
- Serve as HR Liaison supporting the HCBO Director, Deputy Director, HR and Performance (HR&P) Manager, and NA-10 staff by processing personnel actions, including new hires, details, reassignments, realignments, reorganizations, and workforce planning and tracking
- Maintain and update staffing materials and reporting tools, including staffing rosters, organizational charts, the Defense Programs statistics table, HCBO slides, the HCBO SharePoint site, and hiring spreadsheets
- Analyze staffing and hiring data to develop reports and support ongoing operations
- Ensure incoming federal personnel information is shared with HCBO team members
- Assist with Performance Appraisal Management System (PAMS) activities
- Coordinate and communicate with diverse teams, leadership, and internal and external stakeholders
- Review and provide input to policy and process improvement documents
- Support special projects as assigned
Requirements
- US citizenship and ability to obtain and maintain a DOE Q (Top Secret) security clearance
- 10+ years of customer service and professional Federal HR/HR liaison experience in a similar role, including hiring authorities and recruitment
- Experience with HR systems
- Experience managing highly confidential information (PII)
- Excellent interpersonal communications, task management, and verbal and written communication
- Ability to collaborate in a highly dynamic, evolving work environment
- Strong research, analytical, organizational capabilities, with attention to detail and administrative skills
- Proficiency in Word, Excel, Power Point, Teams, Adobe, and SharePoint
