Human Resources Director
Job Description
The on-site Human Resources Director at Ottawa County leads policy development, program administration, and strategic HR initiatives in Fillmore, Michigan, with an hourly wage range of USD 59 to 79.
Responsibilities
- Designs, develops, and directs the creation and ongoing refinement of HR policies and procedures to address evolving legal requirements and boost organizational effectiveness.
- Leads efforts to implement policies, programs, and practices that ensure equal employment opportunities for qualified candidates across all population segments.
- Creates and oversees programs to enhance the efficiency and effectiveness of HR processes and procedures.
- Collaborates with the County Administrator, Fiscal Services Director, and Budget and Audit Manager to craft staffing plans, proposals, and innovative job designs to control employment costs.
- Develops or directs cost-effective health benefit proposals and negotiates plan design and administrative fees with third-party administrators for self-funded plans.
- Designs, develops, and administers direct and indirect compensation programs to stay competitive and maintain internal equity.
- Leads the employer bargaining committee and negotiates collective bargaining agreements, developing cost-effective proposals in response to bargaining positions.
- Manages the procurement process for HR technology and related projects, issuing RFPs, reviewing proposals, and, with Board approval, awarding contracts.
- Oversees the design, development, and evaluation of training and development initiatives to boost employee performance and readiness for advancement.
- Provides administrative oversight for HRIS maintenance and payroll administration staff.
- Advises supervisors, managers, and department directors on interpreting and applying collective bargaining agreements and HR policies.
- Ensures compliance with state and federal labor and employment laws in all workforce relations.
- Investigates and directs responses to alleged violations of HR policies, CBAs, and employment statutes.
- Advises elected officials and managers on resolving complex employee discipline matters.
- Facilitates evaluation and appeal processes within the County Position Classification and Compensation System.
- Develops annual operating, personnel, and capital budgets and monitors budget performance.
- Prepares budget-related motions and presents them to the Board of Commissioners.
- Administers HR policies and procedures for all County employees.
- Meets regularly with the County Administrator to review operational changes and adjustments.
- Fulfills additional duties as assigned.
Requirements
- Thorough knowledge of federal and state employment statutes, including FLSA, Title VII, Elliott-Larsen Civil Rights Act, ADA, ADEA, FMLA, COBRA, ERISA, HIPAA, Sections 125 and 457 of the Internal Revenue Code, the Bullard-Plawecki Right to Know Act, and related regulations.
- Thorough understanding of the County Benefit Manuals and Collective Bargaining Agreements.
- Strong grasp of human resources administration principles and public sector administration.
- Proficiency in conflict resolution and alternative dispute resolution practices.
- Solid knowledge of collective bargaining concepts and practices.
- Clear understanding of confidentiality and employee privacy rights.
- Knowledge of health insurance industry practices and plan design principles.
- Understanding of direct and indirect compensation theories and practices.
- Proficiency in budgeting and financial control principles and practices.
- Computer literacy across word processing, spreadsheets, databases, and internet search tools.
- Excellent oral and written communication skills, with strong interpersonal and human relations abilities.
- Ability to interact positively and objectively with elected officials, department directors and managers, supervisors, employees, bargaining representatives, external consultants, state and federal agency staff, media, and the public from diverse backgrounds and varying communication needs.
