Primary purpose
The Chief Human Resources Officer provides overall direction for the HR function, covering benefits administration, recruiting, payroll, clinical credentialing, training, and administrative services. The role advises executive leadership and managers on policy development and administration to ensure compliance with state and federal laws within the HR scope.
Key responsibilities
- Develop and refine personnel policies, guiding staff and management on proper implementation.
- Offer counseling on personnel matters, mediate conflicts, apply disciplinary processes, and participate in employee terminations as needed.
- Collaborate with the CEO and CFO to classify positions, set salary ranges, and participate in salary surveys to maintain internal and market equity.
- Conduct annual reviews of job descriptions and create career ladders to promote growth opportunities across roles.
- Oversee the benefits program, coordinate with the CFO and benefits broker to optimize coverage and cost, provide staff education on benefits, serve as the main contact for providers, act as Trustee for the 403b plan, and assist in designing internal benefit programs such as tuition reimbursement.
- Manage the recruitment process, supervise the recruiter, set hiring priorities, and participate in recruitment activities as necessary.
- Supervise the Education and Wellness Coordinator trainer to ensure comprehensive onboarding and ongoing training that supports compliance and staff development.
- Oversee the Coordinator of Administrative Services to support daily operations of outpatient services.
- Assist in coordinating the agency safety program and serve on the Joint Loss Management Committee as a management representative.
- Provide leadership for the clinical credentialing system in collaboration with executive leadership.
- Interface with the board at least annually to provide turnover data and support the CEO’s annual review.
- Participate as a member of the Executive Team and contribute to agency-wide program and policy development.
- Serve as the primary liaison to employment counsel.
- Administrative responsibilities report to the CEO; attendance is an essential function of this role; perform other duties as assigned.
Requirements
- Master’s degree or a relevant bachelor’s degree in human resources, business, or a related field.
- SPHR or SHRM-SCP certification.
- Valid New Hampshire driver’s license.
- Five to seven years of experience in human resources.
- Experience in a health care environment.
- Proficiency with MS Office.
- Minimum five years in human resources management.
- Experience with board interactions.
