Job Description

The Chief Human Resource Services Officer will guide Henry County Schools' district-wide human resources strategy from an onsite post in McDonough, GA. The role concentrates on multi-year staffing, recruitment, retention, compensation, and employee relations, reporting to the Deputy Superintendent of Staff and Operational Effectiveness.

Responsibilities

  • Lead the district's long-range recruitment, onboarding, and retention strategy for all staff roles, ensuring the district attracts and retains high-quality talent.
  • Oversee processes related to hiring, evaluating, promoting, and exiting employees.
  • Manage employee relations, including complaints, grievances, and employment violations.
  • Direct the strategy to recognize employee contributions and achievements.
  • Plan and direct the allocation of staff positions to local schools based on available funds and drive a competitive compensation framework across all position categories.
  • Collaborate with the School Leadership Division to sustain a robust principal pipeline and placement strategy, ensuring effective teachers and leaders in classrooms and schools.
  • Serve as a key member of the Superintendent’s executive leadership team, acting as a strategic leader and spokesperson for the Superintendent and Henry County Schools.
  • Represent the Superintendent in communications with the Board as appropriate.
  • Actively participate in leadership meetings, representing district priorities and the Superintendent.
  • Advise and lead the development and implementation of the district’s multi-year staffing strategy, including forecasting, recruitment, placement, and retention of effective teachers; innovative staffing models; recruitment, placement, and retention for non-instructional roles; and a principal pipeline and placement.
  • Foster a culture of performance and a positive working and learning environment.
  • Provide leadership for attracting and retaining a diverse workforce.
  • Provide leadership for the Division of Human Resources, including employee relations, classification and compensation, evaluation systems, staffing, substitutes, and compliance with state and federal laws and regulations.
  • Direct planning, development, coordination, and evaluations of HR operations, establish division goals, and propose improvements.
  • Maintain strong communications with Principals and district leaders about staffing needs, using thoughtful approaches to anticipate vacancies and fill them promptly.
  • Develop and recommend district policies addressing personnel needs.
  • Direct standardized processes for screening, selection, promotion, reorganization, and dismissal across all district offices, including executive cabinet review and Superintendent approval.
  • Design an efficient onboarding program that introduces new staff to the district culture and provides resources for a strong start.
  • Lead systemic projects in human resources, employment management, and technology-enabled improvements to HR processes.
  • Advance a performance culture across the HR division and in schools; assist principals in evaluating all certified and classified personnel, including remediation and non-renewal plans when needed.
  • Facilitate growth and development opportunities for district-level and school-level staff.
  • Monitor school staffing metrics such as first-day vacancies, time-to-fill, and substitute request fill rates, implementing improvement plans as needed.
  • Act as the district’s representative in employee matters and oversee processes for claims, investigations, and due process.
  • Prepare for and attend all Board of Education meetings and trainings.
  • Perform other duties as required.

Requirements

  • Bachelor’s degree required.
  • Master’s degree preferred.
  • Georgia Leadership certification preferred.
  • SHRM or pHCLE certification preferred.
  • Prior building-level and/or district office administrative experience required.
  • Minimum of five years of administrative or supervisory experience required.
  • Knowledge of public education and driving improvement in student achievement.
  • Ability to use quantitative and qualitative information in instructional settings to inform decision-making and evaluation.
  • Strong strategic planning and organizational skills.
  • Familiarity with systems thinking and the ability to analyze organizational situations from structural, human capital, political, and cultural perspectives.
  • Ability to analyze complex situations and synthesize information to determine an effective course of action.
  • Effective communication with diverse stakeholders, including the Board of Education, Superintendent, Executive Cabinet, Board Attorney, district and local school staff, and the community.
  • Demonstrated urgency in improving student performance, closing achievement gaps, and implementing instructional improvements.
  • Ability to make challenging decisions, remain professional under stress, and exercise sound judgment.
  • Ability to coach others to drive student achievement gains.
  • Willingness to work collaboratively to build consensus while delivering strong results.

  • Regular, predictable, and reliable attendance is required.
  • Willingness to perform tasks involving standing, walking, and sitting for extended periods; some kneeling may be required.
  • May be required to perform routine physical activities such as bending and lifting up to 50 pounds.
  • Vision, hearing, and written and verbal communication abilities are essential for required tasks.
