Responsibilities
- Collaborate with colleagues to deliver responsive public service and HR support
- Provide initial assistance to staff, applicants, and the public on Oakdale hiring and employment inquiries
- Assist with onboarding and offboarding to ensure a thorough, timely, and professional experience
- Support the creation, tracking, and maintenance of training records and continuing education needs
- Coordinate quarterly random CDL drug testing and reporting
- Assist with filing First Reports of Injury, maintain work-related injury records, and prepare OSHA reports; track leave time and relay information to employees and payroll
- Help process payroll and deduction changes each pay period with proper backup documentation
- Apply working knowledge of personnel policies, the City’s labor contracts, and relevant state and federal public-sector employment regulations
- Maintain and update Standard Operating Procedures as they evolve; propose updates as needed
- Understand the Minnesota Government Data Practices Act and apply it to personnel data and files
- Suggest process improvements to enhance department efficiency and service delivery
- Maintain attention to detail across different employee groups and benefits or policy applications
- Operate and support the City’s HRIS and payroll systems; assist end users, update content, and verify accuracy
- Support the annual open enrollment process, assist with changes, verify deductions, and prepare communications
- Contribute to employee appreciation events, providing department support and expertise
- Assist with employee committees (Benefits, Safety & Wellness, and others) including content creation, records, and meeting support
- Draft and revise professional memos and letters; prepare internal promotional and event materials
- Provide updates on department matters to the Human Resources Director
- Work with data to ensure accuracy and reliability
- Demonstrate strong organization and communication skills when engaging staff, the public, and stakeholders
- Maintain punctual and reliable attendance
- Take direction well, collaborate with others, and follow written and verbal instructions
- Communicate clearly and professionally in both written and verbal forms

- Bachelor’s degree in human resources, public administration, or a related field
- More than two years of experience in public-sector human resources
- PSHRA-CP or PSHRA-SCP certification, CLRP (Certified Labor Relations Professional), or SHRM-CP certification
