Job Description

The State of West Virginia is seeking a Health and Human Resources Specialist to perform full-performance level technical work and policy and procedure development for a statewide Department of Health and Human Resources program or major component. This onsite role in Kanawha County focuses on regulatory compliance, complex case consultation, and training development, along with monitoring and evaluation of program operations.

Responsibilities

  • Develops programs, including associated policy and procedures, based on applicable standards and regulations.
  • Provides administrative oversight and complex technical assistance for an assigned program, major component, or major technical area associated with the Department of Health and Human Resources.
  • Ensures compliance with federal, state, and local regulations governing the program or technical area.
  • Applies independent judgment to determine appropriate actions needed to achieve desired results.
  • Provides consultation on highly complex individual problem situations.
  • Develops and delivers training programs related to the assigned program or component.
  • Monitors and evaluates the operation of the assigned program or program component.
  • Uses considerable latitude to determine approaches to problem solving.
  • Performs related work as required.

Requirements

  • Bachelor's degree from a regionally accredited college or university.
  • Two (2) years full-time, equivalent part-time paid or volunteer experience in a technical or program area related to the area of employment.
  • For Master of Social Work degree entry-rate appointment: internship in a practicum placement with the Department of Health and Human Resources for the Master of Social Work degree. Appointment above the entry rate may be made at 5% for each six (6) months of successfully completed work as an intern in a practicum placement.
  • Special Requirement for the Commission for the Deaf and Hard of Hearing: Bachelor's degree from a regionally accredited college or university in Interpreting/ASL Linguistics.
  • Special Requirement for the Commission for the Deaf and Hard of Hearing: OR seven (7) years of full-time or equivalent part-time paid or volunteer interpreting experience on an ongoing basis in educational, legal, medical, vocational and other settings for Deaf, Hard of Hearing or Deaf Blind.
  • Special Requirement for the Commission for the Deaf and Hard of Hearing: Certified as an interpreter by the Registry of Interpreters for the Deaf (current or valid) Certification of Interpretation (CI) and Certificate of Transliteration (CT).
  • Special Requirement for the Commission for the Deaf and Hard of Hearing: Comprehensive Skills Certificate (CSC), or Reverse Skills Certificate (RSC).
  • Special Requirement for the Commission for the Deaf and Hard of Hearing: Certified Deaf Interpreter (CDI) or Certified Deaf Interpreter-Provisional (CDI-P).
  • Special Requirement for the Commission for the Deaf and Hard of Hearing: Certified by the National Association of the Deaf (Level V only).

Minimum Qualifications and Substitution

  • Substitution: Additional experience as described in the posting may be substituted for the required training on a year-for-year basis.
  • Substitution: Post-graduate education in a field related to the area of employment may be substituted for the required experience on the basis of fifteen semester hours for one (1) year of experience.

Nature of Work

  • Work under general supervision.
  • Performs work at the full-performance level by developing programs and associated policy and procedures based on standards and regulation, providing administrative oversight and complex technical assistance with an assigned program or major component, or a major technical area specific to or characteristic of the Department of Health and Human Resources.
  • Work may be performed independently and/or in conjunction with other program or technical area staff.

Compensation

  • Pay Grade (PG): 13
  • Salary Range: USD 37,536 - 65,020 per yearly
  • Market Rate: $57,907
