Human Resource Analyst 1

The Commonwealth of Pennsylvania, with the Pennsylvania Game Commission HR Office, seeks a Human Resource Analyst 1 to support classification work and help guide staffing decisions, HR practices, and operational efficiency. This role sits in a hybrid environment in Harrisburg, focusing on analyses that shape how roles are defined and managed across the agency.

Location and Work Arrangement

Location: Harrisburg, PA, with hybrid work options. Telework may be available part time after successful completion of a six month probationary period, subject to agency policy and a securely configured high speed internet connection from an approved Pennsylvania location. If telework is not available, employees may report to the headquarters in Harrisburg.

Compensation

Annual salary range is USD 51,971 to 79,062. In some cases, the starting salary may be non negotiable.

Responsibilities

• Classification guidance and analytics: assess workloads across clerical, technical, and professional roles; compare and compile analytical reports with actionable recommendations.
• Organization design support: help with reorganizations by evaluating and updating functional statements, staffing charts, and reporting structures.
• Job specification development: conduct job analyses and pay studies, draft or revise class specifications as needed.
• Position description upkeep: assist supervisors in updating and validating position descriptions, essential functions, and performance standards for new and existing roles.
• Data reporting: generate workforce and other reports from databases and craft analytical reports.
• Technical consultation: advise managers and supervisors on classification practices and HR procedures; design and deliver HR trainings; prepare memoranda and emails to respond to inquiries.

Work Schedule and Additional Information

• This is a full-time role.
• Work hours are 7:45 AM to 4:00 PM, Monday through Friday, with a 45-minute lunch.
