Job Description

The Human Resources Administrator oversees recruitment, records management, benefits enrollment, policy development, employee relations, and HR compliance for Southwest Arkansas Electric Cooperative Corp in Ashdown, Arkansas.

Responsibilities

  • Oversees the full recruitment cycle, including posting roles as needed, collecting applications, screening and interviewing candidates, coordinating pre-employment assessments and background checks, and supporting managers during interviews.
  • Creates, updates, and reviews job descriptions as required.
  • Maintains comprehensive, compliant records, reports and files for personnel processes.
  • Keeps employee personnel files organized and maintains confidentiality.
  • Conducts new employee orientation.
  • Supports employee enrollment in benefit plans and handles life events, loan payoff actions, and changes to retirement contributions.
  • Assists beneficiaries with death benefit eligibility for deceased employees.
  • Monitors monthly DOT re-certifications and coordinates required procedures and paperwork.
  • Keeps documentation for the organization’s drug and alcohol testing program.
  • Contributes to policy development with the CEO and communicates updates to staff; reviews policies periodically for revisions.
  • Offers guidance to staff and managers in resolving personnel issues.
  • Counsels employees and leads disciplinary discussions.
  • Investigates complaints and presents resolution recommendations to the CEO.
  • Conducts terminations in line with approved policies with CEO approval.
  • Advises on interpreting HR policies and keeps the CEO informed of material issues.
  • Suggests additional recognition incentives to acknowledge exemplary service.
  • Preserves confidentiality of HR and benefits data.
  • Performs additional duties as assigned.

Requirements

  • Knowledge of laws and regulations related to pension plans, workers’ compensation, and other employee matters.
  • Knowledge of OSHA and workers’ compensation reporting guidelines.
  • Ability to interpret pension, OSHA, workers’ compensation and other benefit regulations.
  • Ability to interpret government regulations to ensure compliance.
  • Proficiency with Excel, word processing, PowerPoint, and database management tools.
  • Strong organizational, prioritization, and multitasking abilities.
  • Ability to exercise discretion and handle confidential information.
  • Self-starter who can develop ideas, propose plans and execute with minimal supervision.
  • Effective verbal and written communication skills with the ability to prepare data accurately.
  • Strong interpersonal skills with the ability to motivate others toward organizational goals.
  • Active listening skills.
  • Expertise in human relations, personnel administration, organizational planning, wage and salary administration, and applying modern techniques in these areas.
  • Skilled in conducting interviews to effectively select qualified candidates.
  • Ability to understand and interpret the cooperative's personnel policies for others.
  • Ability to manage diverse tasks and meet deadlines.
  • Ability to build rapport with employees and retirees; engage with all staff and present to groups.
  • Ability to perform work under deadlines.
  • Maintains professional composure, tact, patience, and courtesy at all times.
  • Ability to remain calm under pressure.

Job Details

  • Salary: USD 71,413 - 88,196 per year
  • Education: Bachelor's degree in Human Resources or related field (Required)
  • Experience: 4 years in human resources (Required)

Qualifications

  • Bachelor's degree with emphasis in Human Resources or related field, or equivalent work experience is required
  • HRCI/SHRM certification preferred
