Southwest Arkansas Electric Cooperative Corp is seeking an experienced HR professional for an on-site Human Resources Administrator role in New Boston, TX. This full-time position offers a competitive salary range of USD 71,413 to 88,196 per year and a comprehensive benefits package. Responsibilities

  • Oversees the full recruitment cycle, including posting roles as needed, collecting applications, screening and interviewing candidates, coordinating pre-employment assessments and background checks, and assisting managers with interviews.
  • Develops, updates and reviews job descriptions as required.
  • Maintains thorough, accurate personnel records, reports and files for compliant HR administration.
  • Manages confidential employee files and sensitive information.
  • Delivers the new hire orientation process.
  • Supports employee enrollment in benefit plans, life events, loan payoff processes and changes to retirement contributions or other deductions.
  • Assists beneficiaries with entitlement to death benefits of deceased employees.
  • Monitors monthly DOT recertifications and coordinates required procedures and paperwork.
  • Maintains records and reports related to the organization's drug and alcohol testing program.
  • Participates in policy development with the CEO and communicates updates to staff; periodically reviews policies for revisions.
  • Guides employees and managers in resolving personnel issues.
  • Counsels employees and conducts disciplinary meetings.
  • Investigates employee complaints and provides recommendations to the CEO for resolution.
  • Executes terminations per approved policies with CEO approval.
  • Advises on HR policy interpretation and keeps the CEO informed of significant issues.
  • Proposes additional incentive or recognition programs to acknowledge exemplary service.
  • Maintains confidentiality of HR and benefits data.
  • Performs other duties as assigned.

Requirements

  • Knowledge of laws and regulations pertaining to pension plans, workers' compensation and related employee matters.
  • Familiarity with OSHA and workers' compensation reporting guidelines.
  • Ability to interpret these laws and regulations to ensure compliance.
  • Ability to interpret government regulations for compliance.
  • Proficiency with Excel, Word, PowerPoint and database management tools.
  • Strong organizational, prioritization and multitasking skills.
  • Demonstrates discretion and sound judgment when handling confidential information and personnel matters.
  • Self-starter capable of proposing ideas and executing plans with minimal supervision.
  • Strong verbal and written communication; able to produce accurate, detailed data and plan effectively.
  • Excellent interpersonal skills; able to present ideas and motivate others toward organizational goals.
  • Active listening abilities.
  • Expertise in human resources, personnel administration, organizational planning and wage and salary administration; applies current HR practices.
  • Experience conducting interviews to identify qualified candidates.
  • Ability to understand and interpret the cooperative's personnel policies for staff.
  • Capable of handling diverse tasks and meeting deadlines through organized work.
  • Ability to build trust with employees and retirees; comfortable engaging with all staff and delivering group presentations.
  • Ability to work under tight deadlines and remain calm under pressure.
  • Maintains a professional demeanor, tact, patience and courtesy at all times.
  • Educational requirement: Bachelor's degree in Human Resources or a related field; minimum of 4 years of HR experience.
  • Professional in Human Resources (PHR) certification preferred.
