Job Description

Osseo Area Schools seeks a strategic and hands-on Human Resources Business Partner to provide comprehensive HR support onsite in Maple Grove, MN. The role aligns HR initiatives with district goals, manages the full employee lifecycle, and ensures compliance, benefits administration, and data-driven processes to advance equity objectives.

Responsibilities

  • Collaborate with senior leadership to design and execute HR strategies aligned with the district mission, vision, and strategic objectives.
  • Provide expert guidance on HR matters, anticipate challenges, and propose proactive solutions to drive organizational success.
  • Support transitions by managing the human impact of changes across the district and HR teams.
  • Communicate effectively with leaders at all levels to clarify HR processes, functions, and solutions.
  • Drive initiatives to enhance organizational effectiveness and efficiency; facilitate change management to meet evolving needs.
  • Use HR metrics and analytics to evaluate program effectiveness and deliver data-driven insights for decision-making and continuous improvement.
  • Participate in operations meetings within HR to provide guidance on all HR topics.
  • Ensure compliance with state, federal, and local employment laws through efficient administration of policies, procedures, programs, and initiatives.
  • Advise staff and leadership on labor contracts and district benefit offerings.
  • Develop and maintain HR policies and procedures aligned with best practices and legal requirements.
  • Collaborate with union representatives and serve as a primary resource for contract guidance.
  • Serve as a resource for questions related to medical, dental, disability, life insurance, and flexible benefits; support open enrollment and benefits communications.
  • Ensure compliance with HIPAA, COBRA, and deferred compensation policies.
  • Maintain visibility with all employees and address issues promptly and professionally.
  • Partner with leaders to promote positive employee relations and address complex employee relations matters, investigations, and resolutions.
  • Provide guidance to resolve conflicts and improve workplace relations between employees and leaders.
  • Lead district-wide recruitment, selection, and staffing for licensed and non-licensed staff, including job descriptions, postings, and applicant screening.
  • Identify workforce development needs with leaders and support hiring managers throughout the selection process.
  • Manage job postings and ensure compliance with district and union procedures; participate in onboarding and offboarding processes.
  • Set salaries and apply labor contract provisions for new hires.
  • Partner with leadership to implement performance appraisal systems and coach supervisors on the process.
  • Support development plans for licensed and non-licensed staff and assist sites in achieving department and professional goals.
  • Provide guidance on goal setting, performance reviews, and development plans; conduct employee meetings and assist in training sessions as needed.
  • Attend professional development activities and lead functional HR projects as assigned.
  • Perform additional duties as assigned.

Requirements

  • Minimum five years of human resources experience, preferably within K-12 public education systems, with relevant policies and compliance knowledge.
  • Bachelor's degree in Human Resources, Business Administration, or a closely related field, or an equivalent combination of HR certification and four years of progressively responsible HR experience.
  • Proficiency with Microsoft Office Suite, Google tools, and HRIS systems.
  • Ability to develop long-term HR strategies and view the big picture.
  • Strong writing and communication skills for interaction with employees at all levels.
  • Comprehensive knowledge of HR disciplines, with emphasis on recruiting, employee relations, project management, staff relations, and talent management.
  • Extensive experience administering benefits and compensation programs.
  • Solid understanding of federal, state, and local employment laws and regulations.
  • Strong knowledge of labor agreements and their impact on payroll and HR operations.
  • Experience working in a diverse work environment and conducting workplace investigations as needed.
  • Ability to perform effectively in a fast-paced setting with competing priorities.

Hiring Salary Range

  • Hiring Salary Range: $72,064.43 - $89,630.13 per year
  • Job type: Full-time, 260/261 days per year
  • Bargaining unit: Salaried Professionals

Work Environment and Physical Demands
