Job Description

Horizon Health is seeking a Human Resources (HR) Manager to support its inpatient psychiatric unit, Altru Behavioral Health Center, onsite in Grand Forks, ND.

Responsibilities

Partner with staff across all levels to deliver HR solutions, expert guidance, and accurate, timely HR information to leadership and employees
Oversee the internal employment investigation process and address escalated employee relations concerns
Interpret and apply HR policies consistently in line with federal and state laws and regulations
Facilitate and administer employee training
Develop and manage HR policies, plans, and procedures
Assess staffing and recruiting needs; recommend best practices for hiring and retention
Lead and administer HR projects as needed
Support recruitment, onboarding, off-boarding, and orientation for both clinical and non-clinical staff
Work with department heads on staffing needs, succession planning, and retention strategies
Manage performance evaluation systems and employee development programs
Perform other duties as assigned or required for the position

Requirements

Bachelor's degree required
At least 5 years of related work experience
PHR or SPHR preferred
SHRM-CP or SHRM SCP preferred
Experience in healthcare or hospital settings strongly preferred
Strong experience in employee relations and employment claims
Experience across all aspects of the employee employment cycle
Strong knowledge of healthcare, HR compliance, and labor laws
Experience with HRIS, LMS, and ATS systems

Job Description

Grand Forks Public Schools is seeking a seasoned and detail-oriented Human Resources Generalist to join its on-site HR team in Grand Forks, ND. The role centers on benefits administration and leave management, while also supporting recruitment, employee relations, and a broad range of HR functions. The position offers a salary range of USD 60,652 to 75,192 per year and requires a bachelor’s degree in Human Resources, Public Administration, Business Administration, or a related field, plus at least three years of HR experience.

Responsibilities

Manage employee benefits programs including health, dental, vision, life insurance, and supplemental plans
Serve as the primary contact for benefits questions, enrollment, and eligibility
Coordinate annual open enrollment, including communications and system updates
Collaborate with benefit carriers and third-party administrators to resolve issues and ensure compliance
Maintain accurate benefit records and ensure timely reporting and audits
Support ACA compliance reporting and related data tracking
Administer all employee leave programs, including FMLA, sick, personal, and other district-specific leaves
Track, approve, and document leave requests in accordance with federal and state law and district policy
Communicate with employees and supervisors regarding leave eligibility, requirements, and return-to-work processes
Ensure FMLA compliance and coordinate required documentation
Maintain accurate leave records within the HRIS system
Assist with posting positions, screening applicants, and coordinating interviews
Support hiring managers through recruitment and onboarding processes
Participate in job fairs and recruitment initiatives as needed
Ensure compliance with hiring procedures and documentation requirements
Provide front-line HR support for employee questions and concerns
Assist with employee relations matters, including documentation and investigation support
Maintain confidentiality and professionalism in all employee interactions
Support the HR Director with disciplinary documentation and performance-related processes
Occasionally serve as acting HR lead in the absence of the HR Director
Provide guidance to staff and administrators on HR policies and procedures
Assist in the development and implementation of HR policies and initiatives
Support HR projects, reporting, and continuous improvement efforts
May provide informal guidance or training to HR support staff or interns

Requirements

At least 3 years of progressively responsible HR experience
Excellent interpersonal, negotiation, and time-management skills
Strong analytical and problem-solving abilities
PHR or SHRM-CP credentials are preferred
