Human Resources Manager

Horizon Health is seeking a Human Resources (HR) Manager to support its inpatient psychiatric unit, Altru Behavioral Health Center, onsite in Grand Forks, ND.

Responsibilities

• Partner with staff across all levels to deliver HR solutions, expert guidance, and accurate, timely HR information to leadership and employees
• Oversee the internal employment investigation process and address escalated employee relations concerns
• Interpret and apply HR policies consistently in line with federal and state laws and regulations
• Facilitate and administer employee training
• Develop and manage HR policies, plans, and procedures
• Assess staffing and recruiting needs; recommend best practices for hiring and retention
• Lead and administer HR projects as needed
• Support recruitment, onboarding, off-boarding, and orientation for both clinical and non-clinical staff
• Work with department heads on staffing needs, succession planning, and retention strategies
• Manage performance evaluation systems and employee development programs
• Perform other duties as assigned or required for the position

Requirements

• Bachelor's degree required
• At least 5 years of related work experience
• PHR or SPHR preferred
• SHRM-CP or SHRM SCP preferred
• Experience in healthcare or hospital settings strongly preferred
• Strong experience in employee relations and employment claims
• Experience across all aspects of the employee employment cycle
• Strong knowledge of healthcare, HR compliance, and labor laws
• Experience with HRIS, LMS, and ATS systems
