Job Description

Director of Human Resources is an on-site leadership role in Quakertown, PA, guiding HR and Administration functions while ensuring regulatory compliance and alignment with the organization’s mission, with support to the Finance department.

Responsibilities

  • Adhere to Success Rehabilitation, Inc. policies and procedures as outlined in the Operation Manual and Personnel Policies.
  • Understand and embed the organization's Mission, Vision, and Values in daily operations.
  • Contribute to the strategic plan to advance organizational success.
  • Safeguard confidentiality, privacy, and security of personnel records, HRIS, workers’ compensation, and disability files.
  • Develop and propose updates to employee policies and procedures to meet current organizational needs and regulatory requirements.
  • Collaborate with the Finance team to ensure accurate timekeeping, attendance, and paid time off processes.
  • Support recruitment of professional staff and provide strategic HR leadership and talent management.
  • Ensure compliance with state and federal hiring practices.
  • Review and update job descriptions to reflect current organizational needs and regulatory requirements.
  • Oversee pre-employment and random drug and alcohol testing programs.
  • Ensure timely completion of disciplinary actions and performance reviews in accordance with procedures.
  • Investigate employee complaints such as EEO, safety, harassment, and age discrimination; discuss findings with the CEO and implement corrective actions.
  • Provide clear and timely communication to employees regarding company policies.
  • Maintain training records in both paper and MITC systems for all staff and support employee engagement and communication.
  • Develop tracking systems for annual reviews, disciplinary issues, and benefits coordination.
  • Coordinate annual renewal of health, dental, and company insurance; liaise with brokers/adjusters and manage enrollments and cancellations.
  • Manage the workers’ compensation program, including claims administration, light duty, and return-to-work initiatives to control costs and lost time.
  • Ensure timely responses to unemployment claims, determine appeals, guide case development, and maintain documentation for hearings as needed.
  • Collaborate with compliance personnel to maintain licenses (Personal Care Home, Home Care Agency), CARF accreditations, and Medicaid waiver validation (QMET).
  • Support CARF adherence by aligning with applicable standards in coordination with the Director of Compliance & Clinical Operations.
  • Monitor OSHA regulations relevant to healthcare facilities and implement resulting requirements.
  • Take on on-call duties as part of the clinical and administrative rotation.
  • Attend meetings as scheduled and participate in assigned committees.

Requirements

  • Bachelor's degree in Human Services, Human Resources, Health Care Management, or Financial Services.
  • Master’s degree in a business-related field or professional certification preferred.
  • At least five years of experience in human resources, compliance activities, accrediting or regulatory requirements, insurance, and benefits administration.
  • IPMA-CP certification preferred.
  • Supervisory experience preferred.
  • Strong organizational skills.
  • Excellent interpersonal, written, and verbal communication skills.
