Job Description

The Director of Human Resources and Culture provides strategic leadership for HR functions including talent acquisition, employee relations, organizational development, compensation and benefits, compliance, workforce planning, and culture initiatives. The role partners with organizational leadership to cultivate a high-performing, mission-driven workforce that reflects ArcGNO values of inclusion, dignity, accountability, and person-centered supports.

Responsibilities

  • Collaborate with executive leadership to align HR strategies with organizational goals, workforce needs, and long-term sustainability.
  • Design and drive culture initiatives that enhance engagement, inclusion, accountability, wellness, recognition, retention, and professional growth in service of the mission.
  • Lead organizational development efforts focused on succession planning, leadership development, culture advancement, and workforce retention.
  • Support leadership development and supervisory coaching to strengthen accountability, communication, employee relations, and overall organizational effectiveness across all departments.
  • Model and reinforce a positive, mission-driven culture built on professionalism, collaboration, inclusion, ethical leadership, and person-centered values.
  • Oversee employee engagement surveys and organizational assessments, translating results into strategies to improve workplace culture and satisfaction.
  • Supervise HR staff, including recruitment, coaching, performance management, and professional development.
  • Direct all HR functions, including recruitment, onboarding, compensation, benefits administration, leave management, performance management, employee relations, and separation processes.
  • Develop and evaluate recruitment, retention, and engagement strategies using workforce metrics and organizational data to sustain a stable, high-performing workforce.
  • Manage employee relations matters, including investigations, conflict resolution, corrective action, policy interpretation, and performance management with fairness and compliance.
  • Support supervisors and leaders in managing performance, workplace concerns, and employee development.
  • Administer payroll operations to ensure timely, accurate processing and compliance with applicable laws, with proper records and reporting.
  • Ensure services and supports respect participant choice, dignity, rights, preferences, and individualized goals.
  • Coach staff to implement person-centered practices and uphold participant rights.
  • Lead HR compliance efforts related to CARF accreditation, state licensing standards, labor regulations, and risk management, including policy development, training compliance, corrective action planning, and audit readiness.
  • Collaborate with program leadership and Quality Assurance to support compliance initiatives, workforce documentation standards, and continuous quality improvement.
  • Maintain knowledge of federal, state, and local employment laws and emerging practices to ensure ongoing compliance.
  • Support organizational confidentiality, personnel records management, data privacy, and secure handling of employee information.
  • Serve as primary liaison with employment counsel regarding labor and employment matters.
  • Develop and maintain HR policies, procedures, and systems that promote organizational effectiveness and regulatory compliance.

  • This position operates primarily in a professional office environment and routinely uses standard office equipment, including computers, printers, copiers, and mobile devices, with regular interaction among employees, leadership, and external partners.
