Job Description

Join the State of New Mexico as the EMNRD Human Resources Director and lead a dedicated team of five HR professionals onsite in Santa Fe. This role offers a competitive hourly salary of $46 to $74, a collaborative environment with Cabinet Secretary and division leadership, and the opportunity to shape HR services across Energy, Minerals and Natural Resources Department divisions. You will drive compliant, timely HR transactions and partner with senior leaders to advance EMNRD’s mission while supporting employees and managers alike.

Responsibilities

  • Direct the EMNRD Human Resources Management functions and supervise a team of five HR professionals, collaborating with senior leaders on reorganizations, classification, and disciplinary actions using State Personnel Office (SPO) processes.
  • Ensure all HR transactions are processed in a timely, accurate, and consistent manner by guiding EMNRD staff and providing clear direction across divisions.
  • Oversee Family Medical Leave (FMLA), Fair Labor Standards Act (FLSA) issues, and coordinate with legal staff on EEOC and ADA matters.
  • Develop and enforce HR policies and procedures to keep EMNRD compliant with federal and state laws, State Personnel Board Rules, and agency regulations.
  • Deliver consistent, fair HR operations and advise management to align HR services with the agency’s overall mission.

Requirements

  • Bachelor’s Degree in any related field and nine (9) years of experience in training, staff development, course design, instructional materials, human resources operations, recruitment, payroll, compensation and benefits administration, and/or occupational analysis.
  • Three (3) years of supervisory experience related to the duties of this classification.
  • An combination of education from an accredited college or university in a related field and/or direct experience totaling thirteen (13) years, including at least three (3) years of supervisory experience, may substitute for the stated education and experience requirements.
  • Must maintain and possess a current New Mexico Driver's License and Defensive Driving Certificate.

Working Conditions

Office setting with extended periods of computer and telephone use and sitting.
