The Matanuska-Susitna Borough seeks a Human Resources Generalist (RFT-Exempt) to oversee the administration of HR programs and deliver essential services to Borough employees, supervisors, and managers. Based on-site in Palmer, Alaska, this role spans recruitment, employee relations, policy administration, training, and HR operations, all aligned with Borough policies and core values.

Responsibilities
- Maintain up-to-date knowledge of applicable laws and government reporting requirements that impact HR functions and ensure policies, procedures, and reporting remain compliant.
- Collaborate with colleagues to address internal and external inquiries; provide backup coverage and support the office when others are unavailable.
- Lead HR projects and programs across recruitment, employee relations, policy administration, training, recognition initiatives, retention, development, and team-building efforts.
- Oversee Borough recruitment and hiring workflows; assist in crafting recruitment strategies and interview questions; create or approve requisitions and postings; assess applicant eligibility.
- Manage onboarding for new hires and conduct new employee orientations.
- Act as system administrator for HR software and related databases.
- Administer the salary program, initiating and processing pay changes and other status updates for employees.
- Oversee the employee performance evaluation process.
- Handle Family Medical Leave Act functions, including notification, approval, tracking, and follow-up.
- Establish and maintain personnel files and other HR records.
- Serve as an employee relations advocate by listening, communicating, and working with leadership to resolve issues between staff and supervisors.
- Advise management on appropriate resolution of employee relations matters; assist supervisors with disciplinary notices and related documentation; conduct exit interviews and analyze results to understand separations.
- Assist with investigating and resolving employee relations issues.
- Complete special projects as assigned, set timelines, conduct research, and organize information.
- Respond to a variety of HR-related questions and requests.
- Assist with workers' compensation processing as directed.
- Prepare preliminary budget estimates for the Director, monitor expenditures, request adjustments as needed, and administer assigned contracts under the Director’s direction.
- Prepare disbursement requests to process invoices, track the Director’s expenses, and handle various financial and responsibility agreements; prepare purchasing requests, code authorizations and invoices, and process reimbursement claims.
- Provide website design support and update the Department webpage.
- Ensure compliance with federal and state labor law reporting; prepare responses to salary surveys, EEO and Affirmative Action reports, employment information requests, workers’ compensation claim reports, and information requests from public or agency entities.
- Perform related duties as assigned.
