Job Description

The Human Resources Manager will lead the HR function on site at TC Nu-Star, Inc., based in Shakopee, MN. This role directs day-to-day HR operations, employee relations, compliance, recruiting, training, and organizational development, while also serving as a strategic partner to leadership and managing external recruiters for senior hiring.

Job Summary

The HR Manager provides full ownership and leadership of the human resources function, overseeing routine HR operations, employee relations, compliance, recruiting, and development initiatives. The role maintains up-to-date knowledge of employment laws, HR best practices, workforce trends, and talent management strategies to support organizational effectiveness and regulatory compliance. In addition, the position leads recruitment for low to mid level roles and oversees external recruiters for senior and executive hiring. The HR Manager designs, delivers, and administers training and development programs that bolster performance, compliance, and company culture, while acting as a strategic resource for leadership and a primary point of contact for employees on HR-related matters.

Responsibilities

  • Direct and oversee all day-to-day HR functions and operations across the organization.
  • Maintain accurate personnel records and HR documentation in alignment with company policy and legal requirements.
  • Serve as the main HR contact for employees and managers regarding policies, procedures, employee relations, and workplace concerns.
  • Develop, implement, maintain, and disseminate HR policies, procedures, and best practices.
  • Ensure compliance with federal, state, and local employment laws and regulations.
  • Lead employee relations matters, including investigations, disciplinary actions, conflict resolution, and terminations.
  • Monitor morale, engagement, and company culture, and recommend improvement initiatives.
  • Manage unemployment claims, workers’ compensation matters, and labor-related reporting requirements.
  • Oversee compensation planning, benefits administration, leave administration, and payroll coordination.
  • Lead full-cycle recruiting for low-to-mid level positions, including sourcing, interviewing, candidate evaluation, offer coordination, and onboarding.
  • Partner with department leaders to identify staffing needs and define job requirements and competencies.
  • Manage and coordinate external recruiters, search firms, and recruiting strategies for upper-level and specialized positions.
  • Oversee background checks, employment verifications, and pre-employment processes.
  • Continuously improve recruiting processes, candidate experience, and hiring efficiency.
  • Establish, implement, and manage company-wide employee training and development programs.
  • Develop onboarding and orientation programs to support successful employee integration.
  • Coordinate mandatory and non-mandatory training initiatives including compliance, safety, anti-harassment, leadership development, and professional development programs.
  • Track and document employee training completion, certifications, continuing education, and compliance requirements.
  • Identify organizational training needs and recommend development initiatives to enhance performance and retention.
  • Create and distribute internal HR communications related to policy updates, benefits, organizational changes, and employee programs.
  • Provide guidance and coaching to managers on performance, talent development, and HR best practices.
  • Conduct exit interviews and recommend corrective actions or organizational improvements as needed.
  • Support organizational growth initiatives and workforce planning efforts.
  • Perform other duties as assigned.

Requirements

  • Bachelor’s degree in Human Resources, Business Administration, or a related field is required; PHR or SHRM certification is preferred.
  • Minimum five years of progressive HR experience, including employee relations, recruiting, and training program management.
  • Experience recruiting for hourly, administrative, and professional positions, and coordinating external recruiters or staffing agencies for senior-level hiring is preferred.
  • Strong knowledge of employment laws, HR compliance requirements, and HR best practices.
  • Excellent interpersonal, leadership, and conflict-resolution abilities.
  • Strong verbal and written communication skills.
  • Empathetic with strong people-management capabilities.
  • Detail-oriented with excellent organizational skills and a careful eye for detail.
  • Proven problem-solving abilities and resourceful thinking.
  • Ability to prioritize tasks and delegate when appropriate.
  • Integrity, professionalism, and the ability to handle confidential information.
  • Comprehensive knowledge of employment-related laws and regulations.
  • Proficiency with Microsoft Office Suite or related software and advanced computer skills, including data entry, data processing, and HR software.
