Job Description

Under the direction of the HR Director, the Recruitment and Onboarding Specialist oversees the full hiring process by managing the online applicant tracking system and collaborating with department supervisors and search committees to conduct recruitment that is effective, fair, and aligned with the college’s goals. The role also coordinates the employee onboarding process, ensuring the online system supports a smooth orientation for new hires. As a member of the HR team, this position delivers proactive service to internal and external stakeholders. The role requires strong verbal communication skills to convey technical, complex, and sensitive information to campus staff and external partners. Work is performed independently within strict timelines and may adapt to supervisor guidance.

Recruitment and Onboarding (50 percent of time)

  • Lead recruitment for all College positions, guiding the entire hiring process; review and suggest revisions to recruitment strategies, materials, and screening guidelines; in collaboration with management, develop questions, pre-interview exercises, rating criteria, and scoring guidelines; coordinate panel interviews and written assessments; ensure the process complies with EEO/AAO requirements.
  • Prepare HR materials for Board of Education meetings.
  • Coordinate and conduct search committee orientations and recruitment tasks with strict adherence to state and federal laws and the College's commitment to workforce diversity.
  • Manage the online applicant tracking system, including creating and maintaining job descriptions, controlling user access, serving as organization administrator, configuring agency preferences, managing Employment Opportunities pages, building supplemental question banks, establishing scoring factors for minimum qualifications, creating evaluation steps and matrices, monitoring submissions, and handling adjunct and temporary applications.
  • Assist the Financial Aid department with the online recruitment system for aid-based student employment.
  • Coordinate with the HR Analyst the employee onboarding system, including creating portals and checklists, managing user permissions, serving as organization administrator, monitoring onboarding health, and updating forms, portals, and checklists as needed.
  • Onboard all employees by completing initial hiring tasks, preparing employment letters and forms, ensuring data accuracy in the system (including salaries), and onboarding new hires in the integrated college-wide information system (Jenzabar and Neo Ed).
  • Proactively source and engage qualified candidates through various channels such as professional networks, social media, talent communities, industry events, and employee referrals. Build and maintain a pipeline of high-potential talent aligned with current and future workforce needs, using market insights and recruitment data to anticipate hiring trends.
  • Represent the College at job fairs, career events, and campus recruitment activities to attract and engage prospective candidates. Communicate the College’s culture, values, and opportunities while building relationships with attendees and partners. Track candidate leads, follow up, maintain records of interactions, and collaborate with hiring managers to convert event engagements into a strong candidate pipeline. Partner with Marketing as needed.

NEOGOV Administration and Training (30 percent of time)

  • Set up new users with IDs and access credentials, initiate password resets upon request, and adjust system permissions as appropriate.
  • Create new forms or system fields to modify existing forms as needed.
  • Stay informed about software updates and communicate changes; provide campus-wide training as necessary.
  • Offer technical support to employees experiencing issues with the software; guide users on system functions in person, by phone, or by email.
  • Provide ongoing training for faculty and staff on using the online recruitment platform.
  • Evaluate NEOGOV configurations and functionalities for college use and propose implementations to the HR Director when appropriate.

General Human Resources Functions (20 percent of time)

  • Serve as a resource and technical advisor to college personnel regarding policy interpretation, state and federal regulations, and bargaining agreements.
  • Maintain all official employee personnel and recruitment records in compliance with applicable laws and agreements while protecting confidentiality.
  • Monitor and evaluate existing personnel procedures and policies related to recruitment; recommend changes as needed and assist the HR Director in ensuring regulatory compliance. Maintain up-to-date knowledge of personnel and employment laws and practices.
  • Coordinate staff development programs with the HR Director as needed, including trainings for supervisory staff; propose agenda items, prepare materials, notify staff, present items, and respond to questions.
  • Collaborate as a team member of the Human Resources Department; assist with personnel issues and ensure proper documentation is completed. Provide backup to the HR Analyst as directed.
  • Maintain strong customer service relationships with students, college employees, community members, and other district stakeholders; ensure courteous, respectful service and address requests and concerns promptly; foster a welcoming and supportive work environment.
  • Maintain confidentiality of department information.
