Junior Human Resources Business Partner
Job Description
City of Salem, Oregon is seeking a customer-focused Jr. Human Resources Business Partner for a Limited Duration (12 months) role in the Enterprise Services Department.
Responsibilities
- Coach, advise, and support leaders and employees across HR topics including employee relations, performance management, and compensation.
- Provide consultative support for talent planning, ADA accommodations, and protected leaves.
- Assist with organizational structure and design, policy development, and implementation, including application of employment law.
- Handle employee concerns with a consultative approach, partnering with Legal, the union, and managers as needed.
- Partner with department leaders to connect HR support to business objectives.
- Manage the accommodation process for both employees and managers.
- Act as an operations consultant for managers by facilitating resolutions and responding to emergencies when necessary.
- Support leaders with organizational design, succession planning, talent development, employee engagement, and change management.
- Advise and coach managers on workforce planning, employee relations, and performance management.
- Conduct and lead workplace investigations by gathering and analyzing facts and working toward effective resolutions.
- Design and deliver HR training on relevant topics.
- Support a positive work environment by strengthening teamwork, communication, and alignment with organizational values.
- Administer assigned elements of the City’s human resources program, including:
- Recruitment and selection
- Development and maintenance of the classification and compensation system
- Performance management
- Design and analysis of salary surveys
- Organizational development analysis
- Training, employee relations, and labor relations
Requirements
- Successful completion of a pre-employment background check.
- May be required to have an Oregon Driver license and meet the City’s driving standards, depending on classification.
- Bachelor’s degree from an accredited college or university in public administration, business administration, or a related field.
- Five years of experience in a human resources professional capacity, or an equivalent combination of experience and training demonstrating the required knowledge, skills, and abilities to perform essential job functions.
- Ability to foster partnerships with City departments to collaboratively mitigate and quickly resolve issues, conduct research, identify growth opportunities, and develop recommendations for all organizational levels.
- Experience developing, implementing, and monitoring policy and procedure changes.
- Demonstrated experience reviewing policies, processes, and activities for adherence and compliance with organizational policy and federal and state laws and guidelines.
- Experience coordinating, conducting, and preparing results of administrative or management studies and reports with significant organizational impact.
- Ability to evaluate employee performance and serve as a communication bridge between management, employees, and union partners.
- Demonstrated experience administering disciplinary actions.

Work Location and Schedule
- Hybrid work structure: onsite work with ability to work remote 1-2 days per week with manager approval.
- Not eligible for full-time remote work; hybrid structure may change based on business needs.

Salary: USD 7,318 - 9,833 per month. Minimum Experience: 5 years. Education: Bachelor’s degree. Location: Salem, OR 97301 (hybrid).
