Job Description

Lead HR strategy and operations across the North Carolina service area with senior oversight of recruitment, compliance, employee relations, and workforce planning.

Responsibilities

  • Provide senior-level HR leadership for all North Carolina operations, supporting multiple sites, managers, and service models.
  • Partner with executive and divisional leadership on workforce strategy, staffing risk, organizational structure, and HR policy implications.
  • Drive HR planning, goal setting, and initiative implementation focused on retention, leadership development, and organizational performance.
  • Represent North Carolina operations in HR-related audits, quality reviews, regulatory activities, and organizational planning efforts.
  • Oversee full-cycle recruitment to support timely, compliant hiring aligned with North Carolina staffing requirements.
  • Build recruitment strategies, track hiring metrics, and adjust approaches to meet operational demand.
  • Ensure onboarding, credentialing, and background screening meet federal, state, and payer or regulatory requirements.
  • Collaborate on workforce forecasting based on program growth, regulatory changes, and service delivery needs.
  • Lead orientation and onboarding to maintain compliance, consistency, and a positive employee experience.
  • Coordinate with training and professional development teams to identify skill gaps and support development plans for managers and staff.
  • Coach supervisors on documentation, performance management, conflict resolution, and foundational employment law.
  • Support succession planning and development of internal talent pipelines.
  • Lead complex employee relations cases, including investigations, corrective action, and performance improvement processes.
  • Ensure consistent policy application, fair decision-making, and adherence to legal and ethical standards.
  • Address culture, engagement, morale, and communication challenges through proactive strategies.
  • Conduct workplace assessments and help design and implement improvement plans with leadership.
  • Ensure compliance with federal and state employment laws, including ADA, FMLA, EEOC, wage and hour regulations, employment eligibility, and background standards.
  • Oversee HR audits, personnel file compliance, and regulatory readiness.
  • Contribute to HR policy development and ensure accurate, consistent implementation across North Carolina operations.
  • Ensure adherence to credentialing, training, and compliance standards required by external oversight entities and state agencies.
  • Oversee HRIS processes for accurate, timely, and compliant digital recordkeeping.
  • Manage HR systems used for recruiting, hiring, onboarding, reporting, performance management, and employee record maintenance.
  • Develop and analyze workforce data reports, identify trends, and recommend data-driven actions.
  • Ensure HR data integrity and compliance with privacy and information security standards.
  • Partner with executive leadership and cross-functional teams to align HR practices across divisions.
  • Serve as the primary HR point of contact for North Carolina operations when interfacing with regulators, auditors, investigators, and external partners.
  • Work closely with operational leaders to ensure HR support aligns with service delivery and organizational needs.

Requirements

  • Bachelor’s degree in Human Resources or a related field required.
  • Minimum of 3 years of progressive HR experience, preferably in healthcare, government, or nonprofit environments.
  • Strong working knowledge of state-specific hiring standards, ADA, FMLA, and EEOC regulations.
  • Knowledge of North Carolina employment law, federal labor standards, and payer or regulatory compliance requirements preferred.
  • Proficiency with HRIS platforms and the Microsoft Office Suite.

Compensation

  • $70,000.00 - $75,000.00 per year
