Employee Relations Team Lead (Human Resources Specialist V)
Job Description
The Comptroller of Public Accounts is seeking an Employee Relations Team Lead (Human Resources Specialist V) for its Austin, TX hybrid work environment. This role directs the Employee Relations function within the Human Resources division, overseeing investigations, accommodations, benefits and FMLA programs, training initiatives, and policy governance while ensuring compliance with relevant state and federal laws. The position carries a monthly salary in the range of USD 6,167 to 7,083.
Responsibilities
- Provide leadership for the Employee Relations team, setting priorities and guiding day-to-day operations.
- Coordinate daily workgroup activities to maintain steady workflow and service standards.
- Serve as the primary decision-maker on complex ER matters when the supervisor is unavailable, escalating to the HR Manager or Division Director as needed.
- Allocate assignments and balance workloads in line with established workflows and job specializations.
- Contribute to performance evaluations by offering input on team member performance and delivering feedback during ER reviews.
- Maintain current knowledge of state and federal laws and best practices related to disability rights and accommodations while sustaining program performance standards.
- Collaborate with Legal Counsel on intricate legal issues to craft solutions that benefit all parties.
- Develop and update standard operating procedures for Employee Relations in partnership with the ER Supervisor and HR Manager.
- Keep organized records of all ER issues, including timelines and summaries for complaints, terminations, and EEOC charges for management or Legal review.
- Design and deliver engaging training on internal management topics as required or requested.
- Act as a backup for compiling UI claim information, open records materials, and charge-related documentation for appropriate requesters.
- Review and evaluate internal policies, procedures, and practices to identify opportunities for improvement.
- Collaborate cooperatively with colleagues when assistance, information, and support are needed regarding allegations.
- Prepare confidential HR correspondence and reports as required.
- Serve as the point of contact for Employee Relations matters when the ER Supervisor is unavailable and ensure time-sensitive issues are directed to the HR Director or Legal team when appropriate.
Requirements
- Bachelor's degree.
- Six years of experience supporting employees and/or management in a human resources environment, handling complex employee relations matters.
- Four years of experience dealing with sensitive employee concerns and investigations, including preparation of investigation reports.
- Experience with employment and HR law, including Title VII.
- Experience administering benefits, ADA, FMLA, special leaves, workers' compensation, discipline, and/or performance management.
- Experience providing training on employee relations topics.
