As a Human Resource Analyst, you will support departments across recruitment, employee and labor relations, performance management, legal compliance, and policy or contract administration. In addition to providing HR consultation to managers and employees, you will serve as the County’s benefits and wellness program administrator and lead oversight of benefits processes, communication, and training.
What you’ll do
- Interpret and advise managers and employees on disciplinary procedures, employment law topics, employee benefits, recruitment and selection, and issues tied to policy and collective bargaining agreements.
- Act as the County/HR Department representative for information requests, grievances, BOLI complaints, and similar matters.
- Coach leaders and employees on performance management and improvement, and support employee engagement.
- Investigate employee relations concerns including harassment allegations, work complaints, misconduct, and other workplace issues.
- Advise on compliance processes for ADA, FMLA, and OFLA, along with other applicable regulations.
- Oversee and coordinate County benefit programs, including program improvement and budget, and respond to questions related to claims and coverage issues.
- Lead the Benefits and Wellness Committee, providing expert consultation on benefits-related problem solving and employee benefits package identification, including wellness program development.
- Provide oversight for County Open Enrollment to meet payroll and insurance contract deadlines.
- Develop communication plans for health and wellness programs and deliver training on employment laws, personnel policies, and recruitment or interview processes.
- Conduct HR studies and projects, collect and analyze data for performance measures, and serve as back-up support for other senior analysts (employee/labor relations, HRIS, and more).
- Support recruitment, performance management, HRIS, policy development and implementation, and serve as project manager for special projects as assigned.
- Support managers throughout the grievance process and compose, review, and recommend updates to reports, manuals, policies, and collective bargaining agreements as needed.
- Assist with bargaining concepts and support the collective bargaining team through professional and legal research.
What you bring
- Bachelor’s degree in human resources, Organizational Development, Business, or a related field.
- Two (2) years of exempt-level human resources experience that includes employee relations.
- Intermediate-level proficiency in MS Office Suite (Word, PowerPoint, Excel, Outlook).
- Excellent organization and communication skills, with strong attention to detail and confidentiality.
- Ability to manage multiple priorities and meet deadlines.
- Interpersonal skills to build effective relationships with employees and managers.
- An equivalent combination of education and experience may be accepted, with at least 6 months of actual work experience.
- This is an FLSA exempt position.

Compensation and benefits
- Salary: USD 74,085 - 101,026 per year
- Vacation accrual increases with years of service

- After 6 months: Oregon PERS retirement contribution of 6% of salary
