Human Resource Analyst (Placement)
Job Description
The Commonwealth of PA, through Pennie® , is seeking a Human Resource Analyst (Placement) to support placement and recruitment efforts. This hybrid role in Harrisburg focuses on partnering with hiring managers and candidates to improve the hiring process and recruitment outcomes.
What you’ll do
- Collaborate with hiring managers to identify hiring needs, develop recruitment strategies, create NEOGOV requisitions, and support qualifications and interview criteria.
- Source and engage candidates using LinkedIn Recruiter and other sourcing tools to build talent pipelines.
- Guide candidates through the process by reviewing applications, coordinating and conducting interviews, supporting selection decisions, completing background checks, extending offers, and helping new hires transition from candidate to employee.
- Strengthen Pennie® recruitment by monitoring hiring activity, using recruitment data to spot trends and opportunities, and recommending process improvements.
- Support employment inquiries, documentation, and other HR projects as needed.
- Extend offers and provide onboarding support.
Minimum qualifications
- Two years of professional experience in human resources, recruitment, staffing, placement, or talent acquisition, including substantive experience supporting or managing multiple stages of the recruitment lifecycle (such as intake meetings, recruitment strategy development, candidate sourcing, coordinating or conducting interviews, extending offers, and supporting onboarding).
- Bachelor’s degree (or an equivalent combination of education and experience in lieu of a bachelor’s degree).
- Ability to perform essential job functions.
- Must currently reside in Pennsylvania or be willing to relocate to Pennsylvania for the duration of employment.

Work schedule and location
- Full-time employment.
- Work hours are 8:00am to 4:30pm, Monday through Friday, with a 60-minute lunch.
- Telework: You may have the opportunity to work from home full-time, provided you have a securely configured high-speed internet connection and are able to work from an approved location within Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg.
- Salary: In most cases, the salary for Pennie positions begins at the start of the posted range and may be non-negotiable.
Compensation
USD 70,005 - 100,186 per year.
