Human Resource Consultant 4 - EEO/HR Investigator
Job Description
The Washington State Patrol is seeking a senior-level Human Resource Consultant to serve as its EEO/HR Investigator, leading sensitive workplace investigations and delivering strategic HR guidance. In this onsite role in Olympia, the position independently manages complex, legally sensitive matters and helps shape agency-wide employment practices through clear, evidence-based recommendations.
As a trusted advisor to agency leadership and HR partners, you will interpret federal and state employment requirements, apply civil service rules and collective bargaining agreements, and support a respectful, legally compliant workplace culture.
Key Responsibilities
- Independently conduct complex, trauma-informed investigations covering allegations of harassment, discrimination, retaliation, hostile work environment, and other protected class concerns.
- Interview complainants, respondents, and witnesses; collect and evaluate evidence; assess credibility; and apply federal and state laws, agency policy, and collective bargaining agreements.
- Prepare comprehensive investigative reports that include findings of fact and recommendations supported by the evidence for agency leadership.
- Advise executives, managers, and HR staff on employee relations, performance management, workplace conflict, accommodations, and other complex employment matters.
- Collaborate with leadership to address challenging employee issues while balancing organizational needs, legal requirements, and employee rights.
- Provide consultation throughout complaint resolution and accommodation processes.
- Interpret and apply federal and state employment laws, civil service rules, collective bargaining agreements, and agency policy.
- Evaluate reasonable accommodation requests and essential job functions while ensuring decisions are consistent and legally compliant.
- Maintain confidentiality of investigative records and prepare documentation for agency leadership and regulatory bodies.
- Develop and deliver training on respectful workplaces, harassment prevention, reasonable accommodations, investigations, and HR compliance.
- Recommend process improvements and best practices that strengthen workplace culture, accountability, and organizational effectiveness.
Minimum Qualifications
- Bachelor’s degree in Human Resources, Business Administration, Public Administration, Law, Social Sciences, or a closely related field (equivalent experience may substitute for education).
- 3 years of professional-level HR experience, including conducting workplace investigations involving harassment, discrimination, retaliation, or misconduct.
Work Location and Schedule
- Location: Olympia, WA (onsite).
- This is not a full-time telework position.
- Candidates must be able and willing to work in the office and commute to the location.
- A hybrid work schedule may be available after training and/or a probationary period has been successfully completed.
Salary
- USD 76,608 - 102,996 per year

- This role is not a full-time telework position.
