Hillsborough County seeks an experienced Human Resources Partner focused on Employee and Labor Relations to advise leadership, support staff, and manage employee relations across departments in a large public-sector organization. This on-site role emphasizes investigations, discipline, policy interpretation, grievance administration, and contract administration.
Compensation and Location
Salary: $29 - $36 per hour. Location: Tampa, Florida (onsite).
Responsibilities
- Provide guidance to supervisors, managers, and department leaders on employee relations, corrective action, performance concerns, workplace conduct, and policy interpretation.
- Assess disciplinary matters, including written reprimands, suspensions, predetermination hearing recommendations, and related documentation.
- Assist with workplace investigations, encompassing complaint intake, document review, witness interviews, fact gathering, and preparation of summaries or recommendations.
- Interpret and apply County policies, procedures, collective bargaining agreements, and applicable employment laws.
- Support labor relations activities such as grievance review, grievance meetings, labor-management discussions, union information requests, and contract administration.
- Help departments address workplace conflict, attendance concerns, professionalism issues, supervisory concerns, and other employee relations matters before they escalate.
- Draft, review, and edit employee relations documents, including notices, discipline letters, investigation summaries, correspondence, and management guidance.
- Collaborate with County departments to promote consistent decision-making, fair treatment, and defensible employment practices.
- Provide training and guidance to supervisors and managers on employee relations, performance management, documentation, and workplace expectations.
- Maintain accurate records and manage sensitive information with discretion and sound judgment.
- Work with HR colleagues, the County Attorneyβs Office, department leadership, and other stakeholders on workforce matters.
Requirements
- A four-year degree from an accredited college or university with a major in Human Resources Management, Labor Relations, Business Administration, Industrial/Organizational Psychology, Law, or a closely related field.
- Five years of experience in Employee Relations and Labor Relations, with potential involvement in conflict resolution, HR policy development, performance management training, and legal compliance; or an equivalent combination of education, training, and experience.
- High school diploma or GED is required.
- SPHR, SHRM-SCP, PHR, SHRM-CP, or a similar HR certification is preferred.
