Human Resources Administrator
Job Description
Southwest Arkansas Electric Cooperative Corp is seeking a skilled Human Resources Administrator to oversee recruiting, records management, benefits enrollment, and policy development. Based onsite in Texarkana, Arkansas, this role supports employees and managers by guiding HR policy interpretation and resolving personnel issues, with an emphasis on compliance and service delivery.
Responsibilities
- Oversees the full recruitment cycle, including posting opportunities as needed, collecting resumes, screening and interviewing applicants, administering pre-employment assessments and background checks, and aiding managers during the interview process.
- Creates, maintains, and evaluates job descriptions as required.
- Maintains complete and accurate records, reports and files for efficient and legally compliant personnel administration.
- Keeps all employee personnel files and confidential information secure.
- Conducts orientation for new hires.
- Assists employees with enrollment in benefit plans, handles life events, loan payoffs and changes to contribution amounts.
- Supports beneficiaries with entitlement to death benefits of deceased employees.
- Tracks monthly DOT re-certifications; coordinates required procedures and paperwork.
- Maintains records and reports for the cooperative’s drug and alcohol testing program.
- Participates in policy and procedure development with the CEO and communicates updates to employees, reviewing policies periodically for revisions.
- Provides guidance to employees and managers in resolving personnel issues.
- Counsels employees and conducts disciplinary meetings.
- Investigates employee complaints and makes recommendations to the CEO for resolution.
- Terminates personnel in accordance with approved policies, subject to the CEO’s approval.
- Counsels management and employees in interpreting and applying HR policies and keeps the CEO informed of significant issues.
- Makes recommendations for other incentive programs to recognize exemplary service.
- Maintains confidentiality of all HR and benefit data.
- Performs other duties as assigned or directed.
Qualifications
- Bachelor’s degree in Human Resources or a related field (required)
- Minimum of 4 years of HR experience
- Knowledge of laws and regulations pertaining to pension plans, workers’ compensation and other employee-related items
- Knowledge of OSHA and workers’ compensation reporting guidelines
- Ability to interpret laws and government regulations to ensure compliance
- Proficiency with Excel, Word, PowerPoint and database management tools
- Strong organizational, prioritization and multitasking abilities
- Discretion and sound judgment in handling people and confidential information
- Self-starter capable of developing ideas, proposing plans and executing them with minimal supervision
- Excellent verbal and written communication, with attention to accurate data preparation and planning
- Strong interpersonal skills and the ability to present ideas and motivate others toward organizational goals
- Active listening abilities
- Expertise in human relations, personnel administration, organizational planning, wage and salary administration, applying current best practices
- Skilled in conducting interviews to effectively select qualified candidates
- Ability to interpret the cooperative’s personnel policies for staff
- Capability to manage diverse tasks and meet deadlines
- Ability to engage with employees and retirees, foster confidence and deliver group presentations as needed
- Ability to perform under pressure while maintaining professionalism and composure
- Professional In Human Resources (PHR) certification preferred
