Job Description

The Human Resources Assistant position supports the NAF Human Resources Office located at JB Lindsey-Graham, providing advisory support, recruitment and personnel action processing, benefits orientation, and personnel/pay/leave administration assistance. The role is onsite in Charleston, SC.

Position Overview

As a Human Resources Assistant, you will serve as a key resource for procedural and regulatory guidance for HR personnel matters. The position also includes intake and review of personnel action requests, support for strategic recruitment activities, and administrative processing across the employment lifecycle from announcements through onboarding and in-processing.

Key Responsibilities

  • Provide reliable information on procedural and regulatory requirements for HR personnel matters.
  • Advise supervisors and employees with HR guidance, informational resources, and explanations of employee rights and responsibilities.
  • Receive and review personnel action requests and supporting documents for validity and completion.
  • Support recruitment strategy discussions and advise on permanent and/or temporary placement actions.
  • Explain hiring preferences and priority considerations to management and/or applicants.
  • Develop position qualifications for job announcements, create and release job opportunity announcements, and generate applicant lists for hiring certificate(s).
  • Verify applicant eligibility, determine qualifications, issue certificates of qualified applicants to selecting officials, and audit returned certificates for compliance with statutory laws and policies.
  • Extend job offers, initiate pre-employment processes, and complete assigned onboarding tasks.
  • Coordinate entrance on duty date once pre-employment requirements are favorably met and conduct in-processing briefings.
  • Maintain new hire records, ensure in-processing tasks are complete, and upload new hire documents to the recruitment casefile; place personnel documents into the official personnel file.
  • Conduct new employee orientation covering insurance, retirement, 401k savings benefits, workers’ compensation, and unemployment compensation, and track employee benefits eligibility windows.
  • Explain life qualifying events consistent with HIPAA special enrollment rights and open enrollment.
  • Maintain and locate position descriptions, verify organizational structures, enter position descriptions into an automated library, and upload supporting documents into its casefile.
  • Enter personnel data into the automated NAF personnel data system, complete applicant and position builds, and code and process personnel actions according to applicable policies and procedures.
  • Generate personnel information reports, identify and correct discrepancies in personnel data, and advise management on routine pay and leave administration actions.
  • Explain pay systems, differentials, hours of work, and set pay in accordance with applicable laws, policy, and guidance.
  • Compute rates of pay increases, monitor and process within-grade increases, and compute service computation dates.
  • For OCONUS assignments, track, brief, and calculate Post Allowance; track and coordinate logistical support renewals.
  • Assist with HR Office LQA reconciliation as needed; answer inquiries regarding status of pending actions; maintain official employee personnel records and files and forward records for administrative and pay purposes as required.
  • May enter and update investigations in CSO IT, create monthly reports, process and track status of installation records checks, and checks for state criminal history repository and national agency.
  • Establish new record series as required and dispose of records according to records management directives; may research and download forms and publications and update directives.
  • Create and edit user accounts in the automated recruitment tool and perform quality assurance audits utilizing BI and AFSFMS.
  • Perform other related duties as assigned.

Required Skills and Qualifications

  • Completion of a background investigation with favorable results.
  • Successful completion of a training checklist and mastery of skills within 6 months of employment is required.
  • Eligibility includes U.S. Citizens and Non-U.S. Nationals who have resided in the U.S. Territory for three (3) or more consecutive years immediately preceding the start of Federal affiliation (or a signed memorandum indicating the installation’s decision on the 3-year residency requirement).
  • Open to the public; applicants are categorized by preference(s) and/or priority consideration eligibilities, including Business Based Action, Military Spouse Preference, Outside Applicant Veteran, Spouse/Widow/Parent of Veteran, and Transition Hiring Preference.
  • Experience interpreting and applying NAF HR rules, regulations, and procedures for clerical/administrative work; using recruitment tools (such as generating job postings and job fairs); advising on routine recruitment strategies; and troubleshooting HR personnel system and software issues.
  • Experience processing a variety of personnel actions.
  • Experience using office automation software, including MS Windows and MS Office (PowerPoint, Word, Access, Excel).
  • No education substitution is allowed.
  • Male applicants born after December 31, 1959 must be registered for Selective Service.
  • Direct deposit is required.
  • Satisfactorily complete an employment verification (E-Verify) check.
  • A probationary period may be required.
  • Pre-employment requirements must be satisfactorily met prior to Entrance on Duty (EOD).
