Human Resources Business Analyst III
Job Description
Based in Corvallis, Oregon, Benton County invites experienced HR professionals to join its team as a Human Resources Business Analyst III. This onsite role supports multiple departments in recruitment, employee and labor relations, performance management, legal compliance, and policy administration, while also serving as the county's benefits and wellness program administrator and leading the Benefits and Wellness Committee.
Compensation
Salary range is USD 74,085 to 109,107 per year. Salary placement depends on directly related experience and education, with the potential for two raises within the first year if performance is satisfactory and in alignment with Oregon pay equity guidelines. Note: Benefits data provides separate salary ranges by level (BA2 and BA3): BA2 range is $74,085.86 - $101,026.02; BA3 range is $80,012.61 - $102,107.65.

Responsibilities
- Offer guidance to managers and staff on disciplinary processes, employment law issues, benefits, recruitment and selection, and matters related to policy and collective bargaining agreements.
- Act as the county HR representative handling information requests, grievances, and BOLI complaints.
- Counsel managers and staff on performance management, improvement plans, and strategies for engagement.
- Investigate and address employee relations matters, including harassment claims, workplace concerns, misconduct, and other employee issues.
- Provide guidance on compliance and procedures for ADA, FMLA, OFLA, and other regulations.
- Facilitate problem-solving and conflict-resolution efforts.
- Lead planning, coordination, and oversight of county benefit programs, including program enhancements and budgeting; address questions about claims, quality of care, and coverage; provide technical guidance to the Leaves & Benefits Analyst.
- Head the Benefits and Wellness Committee, delivering expert guidance on benefits issues and crafting employee benefits packages, including wellness program development.
- Oversee open enrollment to align with payroll and insurance deadlines; develop communications for health and wellness programs.
- Design and deliver training on employment laws, personnel policies, recruitment and interviewing processes, and related procedures.
- Identify and manage HR research projects; collect data, analyze results, and report on performance metrics.
- Provide backup coverage for other senior analysts in employee/labor relations and HRIS areas.
- Assist with recruitment, performance management, HRIS, and policy development and rollout.
- Act as project manager for special assignments.
- Support managers with guidance during grievances.
- Prepare, review, and propose revisions to reports, manuals, policies, and collective bargaining agreements as needed.
- Assist in developing bargaining concepts.
- Support the bargaining team with professional and legal research.
Requirements
- Bachelor’s degree in human resources, Organizational Development, Business, or a related field.
- Two (2) years of exempt-level human resources experience that includes employee relations.
- Three (3) years of exempt-level human resources experience that includes employee relations.

Lower-Level Option
The goal is to fill this position as a Human Resources Analyst III. However, applicants who meet the minimum qualifications for the Human Resources Analyst II are encouraged to apply. The role can be filled at level 2 or 3 depending on qualifications.
