Job Description

Texas School for the Blind & Visually Impaired in Austin is seeking a seasoned Human Resources Director to lead the HR Division, directing operations, policy development, compliance, and employee relations. This onsite leadership position requires a bachelor’s degree and at least five years of experience in human resources, with a salary range of USD 92,600 to 124,606 per year. The role oversees a broad scope of HR functions and ensures accurate, compliant administration across staff and programs.

Responsibilities

  • Directs the HR Division's day-to-day operations, including budget development and oversight, personnel processing, staffing and placement, job classification, employee relations, learning and development, teacher certification, salary administration, evaluations, and compliance tasks such as CJIS background checks, E-Verify, and I-9 documentation.
  • Leads HR staff with assignments, supervision, and performance evaluations.
  • Diagnoses issues, assesses options, and implements compliant HR solutions while maintaining adherence to applicable federal and state laws; develops HR communications and engages stakeholders as needed.
  • Shapes and maintains HR policies, procedures, handbooks, forms, and related documents; monitors rules and the Texas Education Code and collaborates with the General Counsel to ensure compliance.
  • Provides guidance to employees and management on employee relations matters, including mediation, investigations, and grievances.
  • Reviews personnel action documentation and ensures complete, consistent HR records, including documentation of corrective actions.
  • Drafts annual contracts for teachers and related services, sets daily rates by benchmarking against comparable AISD roles, and calculates monthly pay amounts.
  • Collaborates with the Board of Trustees to recruit and hire the Superintendent and internal auditor.
  • Reviews or conducts special investigations, addresses audits, and develops plans to close identified gaps.
  • Produces targeted reports such as a Workforce Plan and recruitment plan, and sets goals aligned with the agency’s strategic plan.
  • Represents the School in dealings with external entities, including the Texas Workforce Commission, State Office of Risk Management, Texas Comptroller of Public Accounts, and the Texas State Auditor’s Office.
  • Acts as the agency's Equal Employment Opportunity Officer and the ADA Coordinator for human resources matters.
  • Maintains regular attendance in accordance with TSBVI leave policies and procedures.
  • Complies with all agency policies, procedures, and handbooks.
  • Performs related duties as assigned.

Requirements

  • A bachelor's degree from an accredited four-year college or university with major coursework in human resources management, business or public administration, organizational development, or a related field.
  • At least five years of full-time experience in Human Resources, including supervision of HR staff.
