Job Description

The City of Centennial seeks an on-site HR Generalist I in Centennial, Colorado to provide broad human resources support across compensation, benefits, recruitment, onboarding, employee relations, and training. This role also serves as Wellness Committee Coordinator and collaborates to foster a strengths-based culture. The position carries a salary range of USD 64,000 to 87,383 per year.

Responsibilities

  • Conduct ongoing analysis of job classifications and compensation data to ensure accuracy and competitiveness.
  • Identify gaps and inconsistencies in salary structures at organizational and department levels and propose corrective actions.
  • Advise on compensation levels by weighing internal factors and external market conditions.
  • Assist with job evaluations, pay reviews, benchmarking, and compensation surveys.
  • Keep the annual pay plan current and reflective of latest data.
  • Initiate recruitment processes while upholding fair, legal, and consistent hiring practices.
  • Maintain updated job descriptions and oversee postings, advertising, and screening of applicant qualifications.
  • Collaborate with hiring managers to identify and retain qualified candidates.
  • Coordinate applicant interviews and final selection steps, including screenings and background checks.
  • Partner with managers to schedule and deliver new employee orientation, onboarding, and training aimed at high engagement and retention for staff with less than one year of service.
  • Conduct exit interviews and provide COBRA information to departing employees.
  • Verify I-9 documentation for new hires as required.
  • Coordinate the annual renewal or bid process for employee benefits.
  • Serve as Wellness Coordinator for the City’s Wellbeing program, addressing its five pillars of Wellbeing.
  • Collaborate with community resources to implement and select wellness vendors.
  • Analyze wellness program expenses and assess return on investment.
  • Assist the HR Director with planning and coordinating annual open enrollment, meetings, and benefits fairs.
  • Conduct annual benefits surveys.
  • Coach employees considering a leave of absence on options available and provide tailored information to address individual situations.
  • Coordinate leave administration, including FMLA, short- and long-term disability, PTO, and Personal Emergency Leave.
  • Ensure Payroll has the data and forms needed to process hires, pay, benefit selections, and other personnel actions accurately.
  • Assist in maintaining information databases such as NeoGov and Trakstar and generate summaries, comparisons, and analytical reports as requested.
  • Support employee relations through engagement activities and assessments of staff satisfaction.
  • Act as an advocate and contributor for the City and its programs.
  • Communicate with the HR Director when conflict resolution or performance improvement is needed.
  • Promote strengths and employee engagement by integrating initiatives across the HR program.
  • Assist with gathering and analyzing related HR metrics.
  • Help prepare the department budget, monitor expenditures, and maintain records.
  • Ensure compliance with federal, state, and local laws, regulations, and ordinances, including Colorado Open Records Act and Municipal Records Retention.
  • Enter department expenses and reconcile purchase card transactions.
  • Develop and maintain electronic filing systems; retrieve and update information as needed.
  • Support training and professional development activities, including handling course logistics and preparation.
  • Schedule and organize meetings, conferences, and related activities.
  • Respond to information requests from internal and external customers.
  • Act as a liaison with other departments and external agencies, including high-level staff and contracted personnel.
  • Handle confidential and non-routine information and explain policies as needed.
  • Work both independently and in teams on ongoing and nonrecurring projects.
  • Plan events within City facilities as requested.
  • Maintain inventory of office supplies for the department.
  • Update the intranet with approved changes as requested.
  • Maintain, update, and retain records and data within the scope of the role, using the City’s electronic content management systems and safeguarding municipal records.
  • Recognize that City employees surrender personal rights to City records created during employment.
  • Perform additional duties as assigned.

Requirements

  • Solid foundation in human resources covering compensation, benefits, performance management, recruitment, legal compliance, employee relations, training and development, engagement, and policy creation.
  • Proficiency with computer software including Microsoft Office Suite, ADP Workforce Now HRIS, NeoGov, and EERP software, plus pre-employment background screening tools.
  • Knowledge of City codes, ordinances, policies, and procedures.
  • Thorough understanding of federal, state, and local employment laws.
  • Strong organizational skills and attention to detail.
  • Ability to establish and maintain effective working relationships with City Council, employees, citizens, and managers.
  • Capacity to handle sensitive situations with tact and confidentiality.
  • Strong in-person and phone communication with staff and the public.

Physical Demands

The role requires staying seated for about half the time and occasional motion within the office to access files and equipment. The position may involve lifting items up to 30 pounds and frequent communication with Council members, staff, vendors, and residents to exchange accurate information.

Work Environment

Work primarily occurs in an office setting with in-person and telephone interactions and may involve frequent interruptions. Evening and weekend meetings may be required.

Equipment Used / Required

Daily use of a computer and standard office equipment such as a calculator, copy/fax machine, and printer is expected.
