Human Resources Manager
Job Description
Manage HR operations for a City department under general direction, supporting advisory, compliance, staffing, and records functions onsite in Columbus.
Responsibilities
- Serve as an HR advisor to management on human resources matters
- Participate in departmental or divisional reorganizations
- Support proper use of the class plan by analyzing position requirements and responsibilities
- Provide feedback on current and proposed class specification content
- Ensure compliance with federal, State, and local employment laws and regulations by studying new and existing legislation
- Anticipate new requirements, enforce adherence, and advise management on actions needed
- Maintain compliance with labor contractual agreements by monitoring and implementing contractual requirements
- Conduct investigations and represent the department or division in disciplinary and grievance proceedings
- Administer or oversee the full appointment process, including new hires, promotions, demotions, suspensions, and terminations
- Investigate employee conduct when City work rules may have been violated
- Hold hearings that could result in disciplinary action
- Prepare special reports by collecting, analyzing, and summarizing information and trends
- Provide timely updates to management on situations that may impact goals and objectives
- Review and/or recommend departmental or divisional human resources policy and procedure updates
- Maintain personnel records by developing and enforcing filing and documentation systems
- Support open communication with employees and managers by answering questions, explaining policies and procedures, and sharing updated personnel information
Requirements
- Bachelor's degree
- 3 years of professional human resources experience in a human resources office, company, firm, or department
- Substitution: a master’s degree in a human resources related field may substitute for 1 year of the required experience
Compensation and Employment
- Salary: USD 42 - 63 per hourly
- Location: Columbus, OH (onsite)
