Job Description
Human Resources Specialist role at Brooke Army Medical Center (Fort Sam Houston, Texas), supporting civilian HR personnel actions, awards, performance appraisal, records, and employee onboarding/system access.
Responsibilities
- Process civilian personnel actions including promotions, resignations, LWOP requests, return-to-duty actions, appointment conversions, and name changes; track requests and coordinate with HR offices.
- Administer the civilian awards program by reviewing award nominations, confirming regulatory compliance, preparing award packages, and coordinating employee recognition activities.
- Support the performance appraisal program (DPMAP) by guiding supervisors and employees, tracking appraisal deadlines, resolving routine issues, and ensuring performance records are completed properly.
- Maintain personnel records and tracking systems by producing reports, managing databases and spreadsheets, monitoring suspense actions, and identifying and resolving data discrepancies.
- Coordinate employee onboarding and system access by conducting civilian in-processing, processing in/out-processing documents, and administering personnel system access and user accounts.
Requirements
- Background investigation required; appointment may be subject to a suitability or fitness determination based on the completed investigation.
- Personnel Security Investigation required.
- Ability to obtain and maintain eligibility for a Tier 3 security investigation or access for the duration of employment; background investigation and credit check required.
- Must sign a Condition of Employment statement consenting to seasonal influenza vaccinations, or provide a recognized exemption.
- Immunization screening required; Hepatitis B immunization required for all positions with direct patient contact; additional immunization proof may be required depending on position type.
- Minimum 1 year of specialized experience, including creating or tracking personal actions and assisting with guidance on operating policies or procedures (typical of GS-07 second lower grade/level work).
- Master’s degree or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree in a field demonstrating knowledge and skills for the role, such as Human Resources Management or Business Administration.
- Combination of education and experience may be used if the computed percentage of requirements is at least 100% (calculation method provided).
- Foreign education requires a credential evaluation if used to meet qualification requirements.
