Job Description
This federal human resources role at the Federal Bureau of Prisons is an onsite opportunity at a federal correctional facility in Waymart, PA. The position offers a competitive annual salary range of USD 67,394 to 96,989 and a path to contribute to HR programs across staffing, employee relations, and leave administration. You will help develop recruitment sources, advise prospective applicants, schedule and conduct interviews, request eligibility certificates, and prepare security clearance requests, while also administering the incentive awards, performance evaluation, and leave programs. Maintaining a secure facility and supporting stable, cooperative relations between management and staff are central to this role and take priority alongside HR duties.
Responsibilities
- Assist in administering and implementing human resource programs at the facility.
- Develop recruitment sources and methods, participate in recruitment activities, advise prospective applicants, schedule and conduct interviews, request certificates of eligible candidates, and prepare requests for security clearances.
- Administer the incentive awards program, the performance evaluation program, and the leave administration program.
- Assist in administering the employee-management relations program to foster stable and cooperative relations between management and line staff.
- Provide advisory services to a wide range of employees and offer guidance to timekeepers, employees, managers, and supervisors on leave regulations.
- Maintain the security of the institution; correctional responsibilities are a priority and performed on a regular and recurring basis.
Qualifications
- GL-07: One year of graduate level education or superior academic achievement; one year of specialized experience equivalent to the next lower grade level; ability to prioritize tasks to avoid oversights; knowledge of federal personnel principles, policies, and procedures; experience responding to formal and informal HR inquiries; proficiency in maintaining logs, reports, and tracking systems.
- GL-09: Master’s degree or equivalent graduate degree or 2 years of progressively higher level graduate education leading to such a degree or an LL.B or J.D., if related; one year of specialized experience equivalent to the next lower grade level; experience advising candidates on hiring practices and federal background security requirements.
- GL-09: Knowledge of the laws, regulations, principles, and practices of federal personnel programs such as staffing, performance management, classification, benefits, and incentives; ability to establish effective working relationships and to communicate clearly, both orally and in writing; ability to manage multiple responsibilities independently to prevent a backlog.
- Combination of education and experience as appropriate to perform the major duties.
