Job Description

Temporary Director of Human Resources will report to the CAO/CFO and lead day-to-day HR operations while supporting employee and labor relations.

Responsibilities

  • Support the continued development of Progress Foundation employees through HR strategy and program leadership.
  • Serve as a strategic HR partner working at the direction of the Executive Director to formulate, recommend, and implement HR strategies, policies, and processes (with Management team concurrence and support) focused on employee and labor relations.
  • Plan, implement, and evaluate employee and labor relations policies, programs, and practices in San Francisco and the North Bay.
  • Ensure compliance with Federal, State, and local laws and ordinances, including city requirements and applicable governing bodies.
  • Oversee the day-to-day operations of the Human Resources department, including administration of the HRIS (Human Resources Information System).
  • Lead employee and labor relations, including union relations, compliance with union agreements, and ongoing consultation for program leadership.
  • Create and maintain HR policies and the Employee Handbook, and ensure adherence to internal policies, procedures, and the Code of Ethics.
  • Develop and maintain HR documentation, including job descriptions, job announcements, new hire paperwork, and personnel files, in compliance with applicable laws and requirements.
  • Provide guidance on supervision and disciplinary notices, trends in supervision and corrective action, and participate in mediation of personnel-related issues.
  • Attend fact finding, disciplinary, and negotiation meetings with union representatives and union staff.
  • Recommend HR approaches that support hiring, retention, and promotion, and develop and execute implementation strategies with organizational support.
  • Coordinate IIPP and other safety programs.
  • Manage FMLA, PDL, ADA, and requests for accommodation, including counseling Program leadership on applicable leave and accommodation processes.
  • Work with clinical leadership to develop and execute training for Program Leadership; analyze training trends and provide recommendations for training and learning.
  • Provide training for program leadership on topics including ADA accommodations, harassment prevention, legal and effective recruitment, effective employee relations, and other trainings as assigned.
  • Supervise and train Human Resources staff.
  • Under the Executive Director’s direction, develop a program to recruit a diverse workforce and recommend practices for development and retention of clinical and administrative staff.
  • Continuously improve HR-related processes, with special focus on sourcing strategies and the hiring process.
  • Coordinate with Finance to administer HCSO, HCAO, MCO, and other San Francisco City Contractor requirements.
  • Ensure compliance with ACA, the Equal Pay Law, and other federal, state, and local laws.
  • Stay current on new federal, state, and local laws and ordinances and ensure ongoing organizational compliance.
  • Maintain historical and current HR records to support compliance and efficient record retrieval.
  • Manage vendor and broker relationships for Workers Compensation and Medical, Dental, Vision, and optional insurance products; recommend plan options for syndication to the Executive Director and Management team.
  • Manage open enrollment for health insurance plans and act as liaison with benefits insurance brokers.
  • Manage workers’ compensation claims, provide guidance to management, identify trends related to work-related injuries, and manage first aid claims to help lower workers’ compensation costs.
  • Partner with the Controller on administration of the 403B and 457 Retirement Plans.
  • Own the unemployment insurance process, including coaching leadership ahead of UI hearings.
  • Perform other related duties as assigned by the Director of Clinical Services.
  • Represent the organization at hearings with outside governing bodies, including Napa County Health & Human Services and Department of Social Services, Community Care Licensing, and Department of Fair Employment and Housing (as applicable).

Requirements

  • Bachelor’s Degree in human resources, industrial relations, public administration, or related field (required).
  • Minimum 10 years progressive experience as a Human Resources Manager or Director.
  • Working knowledge of current Federal and State labor laws, City and County of San Francisco ordinances, and general HR practices and personnel policies and procedures.
  • Experience in a union environment (required).
  • Experience working in non-profits (preferred).
  • Strong organizational and administrative skills with effective and diplomatic oral and written communication.
  • Demonstrated maturity, good judgment, and emotional stability; role model for positive employee relations.
  • Collaborative, flexible style with a service mentality.
  • Commitment to the Progress Foundation mission, with ability to promote and communicate philosophy, mission, and values to stakeholders.
  • Ability to negotiate several flights of stairs during each work shift.
  • Valid California driver’s license, car, and insurability under the organization’s auto insurance policy (required).
  • Travel required to North Bay locations.
  • Must maintain clearance with Community Care Licensing requirements.
  • Master’s Degree and SPHR or PHR certifications (preferred).
