The HR Talent Acquisition Partner will support the NYC Department of Health and Mental Hygiene's Bureau of Human Resources and Labor Relations by shaping recruiting strategies, sourcing candidates, coordinating virtual hiring events, and managing job postings to bolster agency recruitment efforts.

Salary: USD 62,868 - 80,000 per year

Role Overview
The position focuses on partnering with internal programs to design and implement comprehensive recruitment activities, aligning with organizational plans, and delivering effective talent acquisition support across designated DOHMH programs.
Responsibilities
- Define recruiting strategy requirements by analyzing organizational plans and objectives; meet with managers to assess needs and deliver end-to-end recruitment activities for assigned DOHMH programs.
- Develop applicant sources by researching and engaging community-based organizations, academic institutions, employment agencies, media, and internet sites; communicate organization information, opportunities, and benefits.
- Collaborate with programs to plan, communicate, and lead successful virtual hiring fairs using platforms such as Zoom and Teams, including managing breakout rooms when needed.
- Determine the required and desired professional skills and credentials by reviewing minimum qualifications for current vacancies.
- Attract applicants by coordinating with the citywide advertisement agency to post openings on professional job boards; work with the recruitment team and external sourcing channels including DCAS' Office of Citywide Recruitment, the Mayor's Office of People with Disabilities, and the Mayor's Office of Talent Acquisition.
- Use social media, including Twitter, Facebook, and LinkedIn, to promote opportunities, answer candidate inquiries, and strengthen the DOHMH employer brand.
- Participate in panel interviews for priority positions; evaluate candidate responses and collaborate with the hiring manager to identify the most qualified applicants.
- Build employer brand visibility within NYC's five boroughs by actively participating in and hosting career fairs and recruitment events; engage in DOHMH sponsored community health events aligned with the agency mission.
- Review civil service title tasks and vacancy responsibilities to ensure alignment; when gaps exist, facilitate communication among agency recruiters, the Classification Unit, and hiring managers to resolve issues.
- Create new job openings and oversee the HR posting process to ensure timely review, editing, posting, and distribution of vacancies.
- Serve as the primary point of contact for the Vacancy Posting Process, providing first-line customer service to DHRLs, Hiring Managers, Assistant Commissioners, and Deputy Commissioners.
Requirements
- A baccalaureate degree from an accredited college and two years of experience in community work or community-centered activities related to the duties described; or
- High school graduation or equivalent and six years of experience in community work or community-centered activities related to the duties described; or
- Education and/or experience equivalent to the above, with the caveat that candidates must have at least one year of experience described in the first option.

Residency Requirement
New York City residency is typically required within 90 days of appointment.
