Apprenticeship Recruiter & Outreach Specialist
Job Description
The Apprenticeship Outreach and Recruitment Specialist collaborates with the Workforce Development Team to promote apprenticeship programs, raise awareness of their benefits, and manage the application process while ensuring EEOC and equal opportunity compliance. The role involves partnering with school districts, civic organizations, minority resource centers, and other community groups to broaden program access and engagement.
Responsibilities
- Designs, implements, and assesses recruitment and selection processes and practices.
- Evaluates the effectiveness of recruitment strategies and procedures.
- Oversees the full recruitment and intake workflow to ensure policy compliance.
- Generates reports to measure recruitment performance and outcomes.
- Communicates program minimums and benefits to prospective students through in-person visits, calls, emails, and direct mail.
- Collaborates with Membership and Marketing to source and develop strategies for hard-to-recruit regions.
- Oversees the quality and accuracy of WECA’s EEOC Compliance Plan for apprenticeship programs, supporting diversity efforts with women’s organizations, minority groups, veterans groups, and other stakeholders; maintains documentation, produces reports for WECA and government agencies, and responds to audits.
- Fosters collaboration across the organization and with external partners such as BIA, Job Corps, and schools.
- Recruits qualified applicants for WECA’s apprenticeship and training programs in compliance with state and federal regulations and internal policies and procedures.
- Facilitates testing and interviewing activities for all apprenticeship programs and performs follow-up with interviewees and applicants.
- Collaborates on handbook updates, standards updates, and policy changes or additions.
- Provides guidance, assistance, and training to interview participants on all aspects of the recruitment and selection process.
- Develops and revises recruitment procedures and interview instructions.
- Acts as a resource and delivers training on the application and interview process.
- Works with contractors and agencies on workforce needs and recruitment matters.
- Engages job counselors to explain program benefits.
- Represents WECA at job fairs and outreach events to explain programs to potential students and contractor members.
- Creates and maintains a comprehensive project plan that includes recruitment events.
- Develops and maintains partnerships with groups such as VA, EDD, BIA, NAWIC, and others.
- Produces reports on the success of promotions as requested.
- Collaborates with contractors to address short- and long-term workforce needs.
- Understands Apprenticeship Rules, Regulations, and Standards across programs.
- Drafts letters as necessary.
- Partners with staff on apprenticeship needs and preventative disciplinary measures.
- Supports the Operations Team with projects and customer service as required.
- Responds to client needs and inquiries promptly, typically within 24 business hours.
- Demonstrates effective communication and interpersonal skills for needs assessment, candidate selection input, and problem solving in group or one-on-one settings.
- Capable of leading or contributing as a team member and collaborating with other departments.
- Listens to customers and responds positively to their requests.
- Adapts to changing assignments and multiple priorities.
- Manages multiple tasks and consistently meets deadlines.
- Maintains a professional and positive image for the association.
- Conducts complex analyses and develops actionable recommendations.
- Proficient in Microsoft Office (Word, Excel, Outlook, Publisher) and standard office equipment.
- Scheduling includes evenings and weekends to recruit top candidates.
- Requires travel across California, Arizona, and Utah, approximately 75 percent of the time.
- Maintains normal automobile insurability and a valid driver’s license; uses a personal vehicle for business travel with expenses reimbursed.
