Department Human Resources Officer (Vacancy)
Job Description
The City of Columbus is seeking a Department Human Resources Officer to oversee all HR and labor relations functions for Columbus Public Health, including leadership of the Safety Office and the Office of Workforce Development. This on-site role provides strategic guidance on employment laws and policies while directing the department’s human resources programs and advisory services. The position offers an hourly rate ranging from $48 to $72.
Responsibilities
- Develops and administers departmental human resources policies and procedures aligned with Citywide standards and applicable federal, state, and local law.
- Advises executives, managers, and HR staff on problems and matters related to human resources, including employee and labor relations, organizational development, performance improvement, crisis intervention, staffing, occupational safety, benefits and compensation, payroll, and related regulations.
- Approves, on behalf of the Appointing Authority, all personnel and payroll transactions for the department, such as hiring, termination, pay rate changes, disciplinary actions, and payroll adjustments certified to the Auditor’s Office.
- Oversees the administration of employee benefits, including healthcare, short-term disability, injury leave, and workers’ compensation programs for the department.
- Participates in the budget process by providing information on staffing, reorganization, collective bargaining, and other issues impacting the department’s budget.
- Researches, investigates, and resolves HR-related complaints of a legal or other nature for the department.
- Represents the department and consults with the City Attorney’s Office on federal, state, and local HR issues such as EEO, ADA, FMLA, PERRP, OSHA regulations, FLSA, and workers’ compensation.
- Prepares comprehensive reports, analyses, correspondence, and other documents related to HR matters for the department.
- Supervises professional and support staff engaged in HR and labor relations activities.
- Serves as the department’s representative on Civil Service matters, including classification reviews and specification development.
- Liaisons with the City’s labor relations unit on collective bargaining, grievances, arbitrations, mediations, disciplinary actions, and appeals.
- Represents the department on boards, committees, and teams and participates in professional activities to stay current on HR and labor relations developments.
- Administers collective bargaining agreements and represents the department in arbitrations, mediations, contract negotiations, and disciplinary proceedings.
- Serves as the department’s representative to the City Attorney’s Office in employment-related litigation and testifies in Federal Court, Common Pleas Court, and SERB proceedings as needed.
- Implements procedures and responds to issues under FMLA, ADA, and EEO regulations, and handles workers’ compensation and disability claims.
- Represents the department in HR matters in Citywide forums, including presentations to the Mayor, City Council, Civil Service Commissioners, and community leaders.
