Job Description
Halifax Community College is seeking an experienced HR leader to direct the Human Resources Department and coordinate key people operations across the campus. In this onsite role in Weldon, North Carolina, the Executive Director of Human Resources/Title IX Coordinator provides compliance-focused oversight, strengthens organizational effectiveness, and supports positive outcomes for employees and students.
Role Overview
- Provide leadership, oversight, and accountability for the performance and day-to-day operations of HR staff.
- Deliver guidance and consultation to staff across a range of HR matters while staying informed about emerging initiatives, trends, and developments impacting HR operations.
- Coordinate HR functions that support a healthy work environment, college effectiveness, and student success.
- Act as the talent acquisitionist to identify and recruit skilled workers aligned to organizational needs.
- Serve as campus leadership for Title IX and other identified compliance areas, including required training and policy updates.
Key Responsibilities
- Oversee and ensure effective administration of the performance evaluation process for faculty and staff.
- Manage and monitor the department’s annual budget.
- Interpret, monitor, and ensure compliance with federal and state laws, rules, and regulations related to HR functions; develop related policies and procedures.
- Oversee preparation and monitoring of employment contracts to ensure accuracy, compliance, and timely completion.
- Represent the college in workers’ compensation and unemployment claims appeal hearings, ensuring appropriate policies, procedures, and documentation are presented.
- Organize and coordinate open enrollment for state and independent vendor benefits.
- Meet with benefits representatives to evaluate and support employee options.
- Answer employee questions and assist with benefits-related issues.
- Communicate changes and updates related to retirement, health insurance, and other benefits.
- Maintain manual and electronic documents, files, and records to support accurate information in compliance with regulatory requirements and established guidelines.
- Oversee development, implementation, and administration of the College’s new employee orientation.
- Ensure timely, accurate, and compliant submission of required reports to the NC Community College System Office and other regulatory agencies, including IPEDS, Staff Information, Voluntary Shared Leave, and OSHA.
- Supervise recruitment, screening, and hiring for all personnel; provide interview committee training; serve in an advisory capacity in selecting faculty, support staff, and administrative positions.
- Investigate employee grievances and/or complaints to support resolutions that promote a healthy work environment.
- Oversee review, maintenance, and timely updating of the College’s Personnel Policies Manual and Institutional Operations Manual to ensure compliance with applicable laws, regulations, and College policies.
- Maintain accountability for accurate, integrity-focused, and timely HRIS (Colleague) maintenance of employee personnel information.
- Serve on various College committees as assigned.
Minimum Requirements
- Bachelor’s degree in Business, Human Resource Management, or related field.
- At least 3 years of management-level work experience in human resources.
- Proficient knowledge and work experience in HR areas including salary administration, benefits administration, workers’ compensation, and state unemployment regulations.
- Working knowledge of Microsoft Office programs.
- Excellent typing, public relations, communications, and problem-solving skills.
- Strong organizational skills with attention to detail.
- Demonstrated knowledge of federal and state legislation and regulations governing HR functions, including but not limited to the Fair Labor Standards Act, Americans with Disabilities Act, EEO, Workers’ Compensation, COBRA, and the Family and Medical Leave Act.
Preferred Qualifications
- Master’s degree in Business, Human Resource Management, or related field.
- Previous experience in community college, higher education, or related academic administration.
- Working knowledge of the Datatel Colleague system preferred.
