Job Description

At Children’s Home Association of Illinois, this onsite HR Recruiter (OPS) role supports workforce sustainability by bringing in qualified talent aligned with the organization’s mission, values, and culture. You’ll partner closely with hiring managers and leadership while helping candidates move smoothly from first conversation through onboarding and orientation.

Compensation: USD 58,656 - 65,000 per year. Location: Peoria, IL (onsite). Experience: at least 2 years related experience, including 1 year of recruiting experience. Education: Bachelor’s degree required.

What You’ll Do

Manage end-to-end recruitment for assigned roles, including posting positions, sourcing candidates, screening applicants, coordinating interviews, extending offers, and facilitating pre-employment steps. This position also includes oversight of onboarding coordination and ensuring required documentation and screenings are completed before offers are finalized.

  • Partner with hiring managers to understand workforce needs and build recruitment strategies.
  • Conduct phone screens and preliminary candidate assessments.
  • Maintain candidate pipelines for high-volume and hard-to-fill roles.
  • Track recruitment metrics such as time-to-fill, source effectiveness, applicant flow, and vacancy rates.
  • Ensure recruiting activities comply with applicable federal, state, and local employment laws.
  • Develop and implement creative sourcing approaches to attract diverse, qualified candidates.
  • Build relationships with colleges, universities, workforce development agencies, community organizations, and professional associations.
  • Attend career fairs, networking events, and other recruitment activities representing the organization.
  • Use job boards, social media, employee referrals, and community partnerships to expand candidate pools.
  • Plan, coordinate, and host internal career fairs, hiring events, and recruitment open houses.
  • Consult with managers on staffing trends, recruitment challenges, and labor market conditions.
  • Support workforce planning and succession planning efforts, including helping employees understand available career pathways.

You’ll also maintain accurate recruitment records in the HRIS system, coordinate pre-employment screening completion (including background checks and credential verification), and keep candidate and employee information confidential. The role supports leadership reporting and assists with special projects connected to employee engagement, retention, and workforce development.

  • Support onboarding planning, coordination, and orientation programs for newly hired employees.
  • Serve as a primary point of contact for new employees during onboarding.
  • Monitor onboarding effectiveness and recommend improvements to support engagement and retention.
  • Coordinate with supervisors and teams including Information Technology and Facilities to support a successful onboarding experience.
  • Present information on agency policies, benefits, culture, mission, and employee expectations during orientation.
  • Coordinate and monitor required training, DCFS/licensing requirements, and onboarding activities.
  • Partner with supervisors to support new hire integration and retention during the introductory period.
  • Complete a 30-day new hire check-in.

What You Bring

  • Bachelor’s degree required.
  • At least two years of related experience, including one (1) year of recruiting experience.
  • Experience working in ADP strongly preferred.
  • Personal vehicle, valid Illinois Driver’s License, and proof of full insurance coverage.
  • Considerable skills in screening and recruiting techniques.
  • Knowledge of personnel policies and procedures.
  • Knowledge of federal and state laws regarding employment practices.
  • High level oral and written communication skills, with strong organization and office systems skills.
  • Ability to effectively utilize computer systems.
  • Professional, diplomatic, and confidential approach to job-related matters.
  • Ability to maintain confidentiality of applicant, employee, and agency information.
  • Maintains professional boundaries and relationships with clients, staff, and external contacts.
  • Treats employees, clients, and community stakeholders with respect and professionalism.
