Job Description

In Salem, the Oregon Youth Authority seeks an experienced HR leader to oversee the daily personnel administration that supports the agency’s juvenile justice operations. The Human Resource Manager 2, Deputy HR Administrator, will steer a team of Senior HR Analysts, guide labor relations and collective bargaining efforts, and partner with agency leadership to translate policy into effective, compliant HR practices across Oregon’s youth services system.

Responsibilities

  • Direct the day-to-day operations of personnel administration and human resource management for OYA, including decisions affecting youth correctional facility operations.
  • Supervise and support a team of Senior HR Analysts to ensure high-quality, professional HR services agency-wide.
  • Negotiate collective bargaining agreements and administer and interpret labor contracts, serving as a primary contact for union representatives.
  • Provide guidance to managers, employees, and union representatives on state and federal laws, rules, policies, and collective bargaining agreements.
  • Guide progressive disciplinary actions, grievance management, and resolution processes.
  • Oversee investigative methods and review investigative reports prepared by HR staff.
  • Develop and implement short- and long-range HR policy planning, goals, and objectives, including statewide programmatic and public policy changes affecting Oregon’s juvenile justice system.
  • Champion organizational culture change, ensuring HR services align with OYA’s strategic goals and its commitment to diversity, equity, inclusion, and positive human development.
  • Make recommendations to agency leadership on program and policy modifications with impact across OYA and other state agencies.

Requirements

  • Six years of supervision, management, or progressively related experience; OR
  • Three years of related experience and a bachelor’s degree in a related field.

  • Direct supervisory experience with formal responsibility for performance, conduct, and daily work direction.
  • Good judgment on complex people issues, including conflict resolution and policy interpretation.
  • Experience in union and labor relations, including negotiation or collective bargaining administration.
  • Track record of leading organizational or cultural change, such as DEI initiatives or process improvements.
  • Investigative or fact-finding experience in workplace contexts.
  • Commitment to DEI and accessibility, promoting diverse, equitable, and culturally responsive practices.
  • Solid core HR knowledge across functions such as recruitment, onboarding, classification/compensation, leave administration, and personnel records.

The listed salary is the non-PERS participating rate; if you are or become a PERS member, the range increases by 6%. The role includes annual increases up to the maximum.
