Job Description

The Aging Division of the Wyoming Department of Health is seeking an experienced senior HR professional to deliver comprehensive human resources management and consultation for three facilities with a staff of about 208. This on-site role may be placed in Thermopolis, Basin, or Buffalo, with travel between offices to support managers, supervisors, and employees in applying policies and maintaining compliance.

Compensation

Hourly rate: $3,512–$3,902

Responsibilities

  • Provide HR guidance to facility leadership, first-line supervisors, and staff on policies, rules, and laws with limited supervision.
  • Collaborate with the A&I HR Division (HRD), Employee Group Insurance (EGI), and the State Auditor's Office to resolve issues, update policies, and adjust procedures for federal and state compliance.
  • Initiate and review HR actions, approve those within delegated authority, and escalate complex decisions as needed.
  • Recommend and implement HR process changes to improve efficiency and regulatory alignment.
  • Collect organizational data to ensure job descriptions accurately reflect assigned duties.
  • Ensure job evaluation practices align with agency management objectives and strategic goals.
  • Coordinate classification and compensation decisions with the fiscal office to secure budget approval for position allocations and reallocations.
  • Work with A&I central HR staff on all aspects of classification and compensation to proactively resolve issues.
  • Lead teams in identifying best practices for job classification and adapting to evolving roles within the organization.
  • Develop and publish vacancy announcements; advise hiring supervisors on recruitment strategies that emphasize competencies and supplemental questions.
  • Provide NeoGov system training for supervisors and serve as the primary contact for applicant inquiries.
  • Maintain recruitment files, including packets, interview materials, and scoring documentation.
  • Recommend appropriate classifications and any reclassifications to central HR for positions within Wyoming Department of Health facilities.
  • Collaborate with HR Generalists, supervisors, and managers throughout performance management to define competencies and expectations for occupational groups.
  • Facilitate meetings with staff, supervisors, and managers to review essential duties and establish behavior- and competency-based expectations for each occupational group.
  • Provide subject matter expertise in performance management, incorporating core and target competency language in PMI.
  • Monitor the performance evaluation process, generate reports, manage password resets, and adjust evaluations as needed.
  • Review performance evaluations to ensure ratings are appropriate and compliant with FLSA, State Personnel, and HIPAA requirements.
  • Support supervisors by recommending changes to evaluation comments and ratings and ensuring timely completion of evaluations.
  • Provide supervisors with the relevant competencies to support performance management goals.
  • Oversee payroll processes for Aging Division facilities, offering guidance and support as needed.
  • Advise the HR Manager on HR rules, regulations, policies, and procedures in areas such as classification, compensation, performance management, training, reasonable accommodation, and organizational structure and development needs.

Requirements

  • Advanced knowledge of state HR practices, programs, policies, and processes.
  • Understanding of management concepts, principles, methods, and practices.
  • Knowledge of techniques used in position classification, compensation, HR modeling, and coordinating people and resources.
  • Understanding of human behavior and performance.
  • Bachelor’s degree, typically in Human Resources.
  • 1–2 years of work experience in Human Resources at the level of a HR Coordinator.
  • 4–6 years of work experience in Human Resources with responsibilities at the HR Coordinator level.

Physical Working Conditions
