Job Description
The State of Arizona seeks an intermediate HR Analyst to serve as the HR liaison between Central Office and the Arizona State Prison Complex in Winslow, overseeing the HR Office operations, ensuring compliance with laws and policies, and managing payroll actions to ensure accurate and timely pay.
Job Summary
The position acts as a human resources liaison between Central Office and the Winslow complex, overseeing daily HR Office operations and ensuring outputs meet applicable laws, rules, policies, and procedures. The role includes responsibilities related to payroll actions and related HR functions within the complex.
Responsibilities
- Execute a range of personnel actions in AZ360, including separations, promotions, transfers, and FMLA.
- Complete position control actions and recruitment requisitions for the assigned complex.
- Ensure timely and accurate processing of additional pay stipends such as high risk, geographic, education stipends, and uniform allowances.
- Monitor and track the institution’s position control.
- Generate vacancy reports for placement and tracking of correctional personnel.
- Monitor and report budgeting and staffing profiles.
- Verify the legality of hires.
- Schedule interviews and oral boards and extend offers.
- Research, investigate, and communicate requested information to employees, management, and Central Office HR on complex personnel topics, including benefits.
- Prepare reports for the warden and the warden’s management team.
- Initiate desk procedures and related topics aligned with the area of responsibility.
- Facilitate team meetings and process improvement workgroups.
- Oversee research activities and assign tasks to team members as needed.
- Compile data for drafting procedures, manuals, and related materials.
- Travel on State business as required.
- Perform other duties appropriate to the assignment.
Requirements
- AZ360 data input and AZ360 security.
- Knowledge of ADOA Personnel Rules, ADOA compensation guidelines, and Federal HR laws.
- Experience with applications and workflow processes.
- Proficiency with computer software such as Google tools.
- Spreadsheets and database management capabilities.
- General understanding of mathematical calculations.
- Commitment to compliance and auditing practices.
- Strong problem solving and process improvement skills.
- Customer service orientation and effective conflict resolution.
- Organizational abilities with clear verbal and written communication.
- Mathematical analysis and interpersonal relationship skills.

Selective Preferences
- Prefer two years of supervisory-related experience in a government setting.
Pre-Employment Requirements
- Employment is contingent on successful background investigation.
- TB testing is required during New Employee Orientation and annually thereafter.
- If driving is an essential function, a current, valid Class appropriate driver's license is required, with all necessary training and checks completed.

Retirement
Positions in this classification participate in the Arizona State Retirement System (ASRS). Enrollment eligibility begins after 27 weeks of employment. Current ADCRR employees should consult their HR liaison if enrolled in a different retirement plan.
