Job Description

At Melbourne Terrace Rehabilitation Center in Melbourne, FL, this role oversees payroll, accounts payable, and human resources activities within a healthcare setting, ensuring compliance with applicable laws, regulations, and facility guidelines. The position blends administrative precision with hands-on management of the employee lifecycle, collaborating with facility leaders to support both staff and residents.

Position Overview

The position is responsible for payroll, accounts payable, and human resources functions in accordance with all applicable laws, regulations, and facility guidelines.

Responsibilities

  • Manages all personnel related issues within the facility.
  • Oversees all aspects of the employee recruitment process, including receiving and maintaining employment applications and related documents for all facility positions.
  • Directs the new hire and orientation process for all new employees, including completion of all new hire forms.
  • Leads payroll procedures, including processing payroll records for all employees and distributing payroll checks on pay day.
  • Handles and manages implementation of the facility’s employee benefit programs, including benefit and 401(k) enrollments for eligible employees in a timely and accurate manner.
  • Oversees the maintenance of OSHA logs and workers’ compensation claims/files.
  • Monitors and addresses accounts payable matters, including responsibility for recording all accounts payable transactions timely and accurately.
  • Prepares payroll tax deposits and maintains W-4 records for employees.
  • Creates, organizes and maintains personnel and other employee files.
  • Leads any necessary internal investigations relating to employee matters.
  • Manages all employee evaluation and disciplinary matters within the facility, including annual performance reviews and employee counseling.
  • Addresses any employee disputes and/or complaints, including formulating an effective response and resolution.
  • Manages all worker’s compensation and unemployment compensation claims.
  • Monitors time and attendance records and performs time edits in the payroll system as needed.
  • Reconciles vendor invoices and statements as well as payroll records.
  • Prepares quarterly payroll reports.
  • Works with employees to answer any questions related to payroll, insurance or related area.
  • Provides guidance to department managers regarding human resource related questions.
  • Initiates new employee setup into the time clock system.
  • Reviews invoices for accuracy.
  • Manages the payroll system, including inputting new hires and terminations into the payroll system.
  • Coordinates meetings with staff regarding topics such as insurance, 401(k), etc.
  • Makes necessary changes for W-4, department changes, direct deposit, etc.

Requirements

  • High school diploma or equivalent
  • Associate of Science degree or equivalent preferred
  • Ability to read, write and speak English
  • Patience and a courteous, respectful approach to residents in all situations
  • Ability to make independent decisions when necessary
  • Ability to follow business office guidelines as outlined by the facility
  • Ability to move frequently throughout the workday
  • Ability to interpret business office programs and guidelines
  • Lift 20 lbs floor to waist, 10 lbs waist to shoulder, 20 lbs to carry, and push/pull 20 lbs
  • Minimum of one year experience in a healthcare setting with data entry, bookkeeping and HR experience preferred
  • Bachelor's degree required

Working Conditions

Primarily works in an office setting and throughout the facility, with frequent bending, lifting, sitting, standing, and movement. May encounter frequent interruptions and may interact with residents, visitors, and government personnel. Requires regularly scheduled shifts with potential weekend or holiday hours based on resident needs, and participation in required continuing education programs. The role may involve exposure to odors and other typical healthcare facility conditions and safety considerations.
